Job Description

The Workforce Connect division manages a portfolio of programs that seek to expand opportunities for New York City’s young people through employment programs that help youth and adults aged 14 to 40 gain work experience, acquire necessary work readiness skills and further their education. These programs serve over 100,000 New Yorkers annually and include offerings for youth in school and youth not currently in school or working.
The Workforce Connect division is seeking a a Data Systems Analyst to join the Workforce Policy, Integration and Operations team, to offer day-to-day support to the Senior Director. Specifically, this role will help the PIO team ensure consistency between different data systems that perform similar functions and serve as the main liaison to the DYCD IT division and the teams within; coordinate system development and testing, unit related to the design, modifications, and maintenance of operational information systems; manage the process of requesting and tracking system enhancements and The Analyst will represent the work unit at meetings and work collaboratively across the Workforce Connect division, as well as with external stakeholders, including intergovernmental partners, community-based and private sector organizations, and oversight agencies. The Analyst may be asked to perform field work in all five boroughs to ensure vendor compliance with all applicable contract requirements and program performance standards.
Key tasks include:
- Assess data systems for consistency in similar functions and work closely with outside vendors and DYCD IT staff to develop solutions that support consistency for end users (DYCD contractor and internal staff);
- Work closely with DYCD IT division develop specifications, submit and track enhancements and fixes; and coordinate necessary UAT
- Assist the Workforce Data Analytics and Reporting team with ad hoc data requests;
- Support with helpdesk tickets on PTS, Discover Workforce and Employer Worksite portals when they are routed to the Workforce team;
- Develop mastery of and oversee the vetting and submission of WIOA performance tracking and reporting to oversights in partnership with Data Analytics and Reporting team;
- Assist with the development of the High Poverty Census tracts and WIOA Lower Living Standard Income Level (LLSIL) data extracts used for WIOA eligibility;
- Participate in and contribute to Agency workgroups and inform the Senior Director of policy and administrative practice changes;
- Maintain Unit policy manuals, rubrics for performance indicators, and related documentation, updating as needed.
- May perform site visits to DYCD contractors for training or other purposes;
- Represent DYCD at public meetings, conferences, symposia, and other forums;
- Perform other duties as assigned.

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

+ Knowledge of DYCD data systems and programs.
+ Experience working with community-based organizations and/or workforce development programs.

Salary Max: $ 94,521.00
