    In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

     

    *Employees may generally telework up to 50% of their scheduled workdays in a month. Employees that live 50 miles or more from their permanent/principal work location **and** live within the State or a county bordering the State may telework more than 50% with approval. *

     

    As a Contracts Coordinator, you will manage and coordinate the Minnesota Department of Children, Youth and Families (Department) contracting process for all Department contracts, including but not limited to professional/technical contracts, grants, income contracts, annual plans and master contracts; to participate in the development of an Annual Contract Plan for the Department; to review all contracts initiated by the Department to ascertain compliance with, as to form and execution, and Department of Administration-Office of State Procurement (OSP), Department of Administration-Office of Grants Management and Department policies; to refine and manage contracting data on all Department contracts and contractors; and to integrate with the procedures utilized by the Statewide Integrated Financial Tools (SWIFT) system and any subsystems used for payment to grantees. . The integration and continuous monitoring of these procedures assures the successful procurement of numerous professional/technical and grant services for the Department.

    Responsibilities include:

    + Act as a central resource for all agency personnel that draft RFPs, contracts, and other legal agreements by providing accurate information and assistance regarding the State's contracting process and the procedures governing the State's contracting methods. Manage the execution of the Department's contracts and related documents assuring compliance with State laws and Department policies governing legal agreements.

    + Manage the Department Annual Plans to assure Department adherence with specific plan components authorized bythe Department of Administration.

    + Act as a resource and hub of information related to all aspects of the contracting process. Provide on-going assistance to program staff, Financial Operations Division staff and co-workers in OGC with the complex intricacies that are associated with the execution of contracts. Provide high quality customer service to all Department staff, management, and external parties related to the contracting process.

    + Manage, operate, and provide solutions to issues that arise with the OGC’s contracts tracking workflows. Assist Department program staff on the use of workflows for the entry and review of all types of legal agreements, including but not limited to professional/technical contracts and grant contracts.

    + Perform other tasks necessary to assure an efficient and effective centralized contracting process.

    Minimum Qualifications

    2 years professional experience in contract coordination, contract management or procurement.

     

    Bachelor’s degree in accounting, finance, business administration or economics may substitute for 1 year of professional experience.

     

    + Experience managing the full lifecycle of contracts, including processing, tracking deadlines, and organizing related documentation while maintaining a high level of customer service.

    + Familiarity with contract management policies and procedures in a public sector or regulated environment.

    + Knowledge of legal requirements and compliance standards related to state contracts and procurement processes.

    + Proven ability to analyze complex contract and financial information to ensure accuracy, consistency, and compliance with applicable regulations.

    + Demonstrated ability to prioritize and manage multiple tasks or projects in a fast-paced, deadline-driven environment with strong attention to detail.

    Preferred Qualifications

    + Extensive technical knowledge of the state contracting processes.

    + Experience coordinating state professional/technical contracts and state grant contracts with applicable state laws and policies.

    + Advanced Knowledge and skill in SWIFT.

    + Knowledge of software collaboration tools (SharePoint) to provide leadership in the design, administration and implementation of such systems.

    + Excellent skills using software applications, including Word, Excel and PowerPoint.

    + Communication and interpersonal skills sufficient to work effectively in a team environment, and with internal and external customers

    + Variety of experiences working effectively with others from different backgrounds and cultures.
