Summary The Chalmers P. Wylie VA Ambulatory Care Center is recruiting for a Supervisory Biomedical Engineer (BME) located within the Healthcare Technology Management Service. The Supervisory BME is recognized as a technical expert and advisor on all clinical engineering/ healthcare technology related issues at the VA Central Ohio Healthcare System. They provide professional engineering management to a complex, technically sophisticated, and service-oriented Healthcare Technology program. Responsibilities Serves as a Supervisory Biomedical Engineer (BME) within a Healthcare Technology Management (HTM) department at a VA facility that provides multi-faceted specialty care for both inpatient and outpatient services that may be delivered at a variety of sites. In addition to duties at the full performance level, the BME utilizes supervisory and personnel management authorities and responsibilities. Duties include but not limited to: Oversees, directs, and manages the lifecycle management of the facility's medical equipment and clinical systems. Collaborates with other departments and service lines, clinical and administrative staff, and executive leadership at the medical center, VISN, and national levels, as needed. Directs work on all aspects of medical equipment and clinical systems support to include technology assessments, acquisition, and implementation; planned and corrective maintenance; upgrades and modifications; and end of life tasks to include decommissioning, data sanitization, and technical evaluation for condition prior to disposal. Establishes workload distribution and revises work schedules to meet workload priorities, challenges, and issues. Establishes and maintains the medical equipment management program and completes annual evaluations of the program's effectiveness. Develops and implements policies and procedures to ensure compliance with established standards and regulations. Establishes and monitors metrics, and initiates performance improvement activities. Defines, evaluates, and enhances subordinate staff's competency to perform the duties and responsibilities for their respective roles. Develops individual and/or departmental training plans that address gaps in staff and departmental competencies. Develops, delivers, and evaluates performance plans for subordinate staff. Recognizes deserving staff for exceptional performance. Addresses performance problems and conduct issues in accordance with established labor union agreements, human resources guidance, and policies. Requests and develops recruitment packages to fill/backfill any open or vacant positions. Screens and interviews applicants, conducts reference checks, and selects only qualified candidates. Employs available resources to retain talent. Develops and implements succession planning. Forecasts and develops departmental budgets utilizing available data. Manages fund control points and ensures all purchases and expenditures are completed in accordance with applicable federal laws. Serves as a Government Purchase Card (GPC) holder, approving official, or alternate approving official. Serves as a Contracting Officer's Representative (COR). Develops documentation to purchase commodities and/or vendor services. Manages, monitors, and evaluates contractor performance and addresses issues or deficiencies. Manages, responds to, and remediates hazard alerts, recall notifications, and incidents concerning medical equipment and clinical systems. Documents all actions in the appropriate system. Plans, leads, and/or manages projects for medical equipment and clinical systems. Oversees the facility's medical device protection program. Ensures networked medical equipment and clinical systems are inventoried, tracked, and patched. Validates identified cybersecurity vulnerabilities are addressed. Serves as a subject matter expert on assigned committees, projects, and workgroups. Troubleshoots medical equipment and clinical systems using a variety of technical data and completes corrective action. Performs incoming inspections and planned maintenance on medical equipment and clinical systems. Documents all work in the Computerized Maintenance Management System (CMMS). Provides customer support to staff, evaluates issues and needs, responds with solutions, and keeps customers abreast of status. Educates staff on the safe operation and user-level maintenance of medical equipment and clinical systems. Qualifications BASIC REQUIREMENTS: 1. United States Citizenship: Be a citizen of the United States. 2. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English 3. Education and/or Experience. The individual must meet either item 1 or 2 below to meet this requirement: (1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles my vary from educational institutions and change over time. OR, (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above. GRADE DETERMINATIONS: In addition to the basic requirements for employment listed above, the following education and experience criteria must be met in order to be qualified for the Grade 13 Supervisory Biomedical Engineer (Clinical) position. (1) Experience Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. (2) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skilled in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. Assignment. For all assignments above the full performance level (GS 12), the higher-level duties must consist of significant scope, complexity (difficulty), range of variety, and be performed by the incumbent at least 25% of the time. At this level, employees are supervisors and are at the facility level. The supervisory biomedical engineer (clinical) is responsible for the professional and administrative management of a facility biomedical engineering program. Such individuals have responsibility supervising technical staff, including lower level engineers, biomedical engineering technicians, and other staff. The range of supervisory responsibility includes development of performance standards and performance evaluations; recommendations for appointments, awards, advancements, and when appropriate, disciplinary actions; and identification of continuing training needs etc. The supervisory biomedical engineer (clinical) is responsible for financial management of budget resources allocated to support quality assurance and maintenance activities necessary to assure the facility's medical equipment is available for patient care activities. Responsible for compliance and reporting of medical device cyber security and isolation for facilities under their management oversight. Creditable Professional Engineering Experience. To be creditable, experience must have been accomplished after receipt of the bachelor's degree, and/or CCE certification, and requires the possession and use of knowledge, skills, and abilities associated within the scope of the biomedical engineering profession. Additionally, the experience must have been attained in a healthcare setting for Biomedical Engineer (Clinical) positions, or a research setting for Biomedical Engineer (Research) positions, and be directly applicable to the assignment. Certification promotes healthcare delivery improvement through the continuing assessment and recognition of the competency of professionals. These professionals support and advance patient care by applying engineering and management skills to healthcare technology. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility.
