Duties Description Under the direction of the Director Office of Forensic Services, the Laboratory Accreditation Specialist 3 (LAS 3) will oversee the Accreditation Unit and all its responsibilities including providing administrative supportto the Commission on Forensic Science, the DNA Subcommittee and other work groups. The LAS 3 willdevelop and review enhanced quality assurance (QA) practices among New York State (NYS) public forensiclaboratories in order to provide NYS with the highest quality of laboratory results and services. Duties of theLAS 3 will include:• Assist the Director in the development, implementation, monitoring, and enforcement of comprehensive policies, procedures, and guidelines to strengthen the mandatory accreditation program of public forensic laboratories.• Brief the Director for the Office of Forensic Services and the Commissioner on any forensic related matters, including materials to be presented to the Commission on Forensic Science and DNA Subcommittee.• Maintain an understanding of New York State Laws, Regulations, and Executive Orders that involve DCJS/OFS in addition to any federal mandates or recommendations in the area of forensics. • Assist in the maintenance of the legal obligations by rewriting language when required, as well as developing new language when an initiative requires such.• Assist the Director in addressing problems and developing recommendations of issues affecting forensic laboratories, and criminal justice systems and agencies.• Ensure that Unit staff are properly documenting required proficiency testing results that are reported to the Office of Forensic Services. Note: Proficiency testing is a requirement of all laboratory personnel involved in forensic analysis. In order to maintain their New York State accreditation, publicly funded forensic laboratories must annually certify to the Commission on Forensic Science (Commission), or in the case of a forensic DNA laboratory, the DNA Subcommittee, that they are in continued compliance with the requirements of their external accreditation program. As the administrative arm of the Commission and its DNA Subcommittee, the Office of Forensic Services is responsible for tracking and monitoring compliance. • Supervise the LAS 2 in periodic on-site visits to public forensic laboratories and other forensic units to review cases, proficiency tests and other scientific documentation as requested by the Commission, the DNA Subcommittee and OFS management. • Oversee the Laboratory Accreditation Program monitoring of quarterly proficiency test result reporting and documentation of unexpected results • Oversee the Laboratory Accreditation Program in the development of standardized reporting forms and procedures such as: Root Cause Analysis, Corrective Action Reports, Risk Matrix and other Quality Reporting • Review the detailed reports generated by direct report staff on significant proficiency test issues for use by management and other workgroups such as the New York Crime Laboratory Accreditation Committee (NYCLAC) and members of Technical Working Groups (TWGs).• Regularly review applicable standard operating procedures and audit the Accreditation Team's work product to ensure policies are appropriate and are being followed. • Review accreditation operating procedures and revise associated internal controls.• Oversee the LAS 2 in developing and analyzing annual workload surveys to assess laboratory productivity and backlog to identify potential resources to assist laboratories in their work processes. • Oversee the developing of uniformity in test methods; develop standardized laboratory reports with members of the New York Crime Laboratory Accreditation Committee and members of Technical Working Groups.• Conduct audits/gap assessments of NYS forensic units when requested.• Oversee the Freedom of Information Law (FOIL) requests of the office and ensure they are responded to in a timely fashion with the information OFS is able to provide.• Oversee the LAS 2’s review of audits/assessments/inspections and summary reports for the review of the Director, the Commissioner, the Commission on Forensic Science, and DNA Subcommittee.• Oversee the monitoring of OFS work groups for forensic initiatives such as backlog reduction, and implementation of new technology. Along with members of workgroups, the LAS 3 will develop standardized best practices of forensic technical disciplines, as well as quality and laboratory information management systems (LIMS), and attend meetings to monitor progress of workgroups. • Manage the development of grant proposals and formulas to aid laboratories and OFS in support of funding for laboratories to support initiatives such as the purchase of the latest forensic instrumentation and transfer of new scientific techniques through centralized training programs.• Supervise Laboratory Accreditation and Sexual Offense Evidence Collection Kit Tracking units.• 15% travel may be required.
Minimum Qualifications Promotion: One year as a Laboratory Accreditation Specialist 2.Non-Competitive: A bachelor’s degree and four years of experience in an accredited forensic laboratory, two of which must have been at a supervisory level. A master’s degree in a natural science may substitute for one year of the general experience.
Additional Comments Approximately 15% travel is required. Some positions may require travel to locations not serviced by public transportation.
