Summary Statement
The Behavioral Health Response Team (BHRT) is a vital initiative within the Boise Police Department (BPD), focused on improving responses to individuals experiencing mental health crises by connecting them with essential services. The BHRT consists of sworn Behavioral Health Officers and civilian Mental Health Coordinators who collaboratively respond to crisis calls, develop officer training and policies, and partner with community organizations.
This position plays a pivotal role in coordinating with external agencies, managing program resources, and building strong, sustainable partnerships to support individuals in crisis. The ideal candidate will have a strong background in behavioral health services, program oversight, and interagency collaboration. The role operates under general supervision and is integral to the continued success and growth of BPD’s behavioral health initiatives. A current license as an LPC, LCPC, LCSW, LMSW, LMFT, or other equivalent behavioral health professional is required.
Work Schedule for this position will be Swing Shift, Tuesday to Friday.
Essential Functions
Gathers and assesses behavioral health information to guide the Boise Police Department (BPD) in data-driven responses. Conducts clinical assessments, performs case management and manages resources brokering.
Reviews all mental health crisis calls for service reports and determines cases that require follow-up. Develops and facilitates follow-up plans and actions including conducting formal risk assessment investigations. Meets with and manages high-frequency callers for emergency services. Coordinates with family members and mental health community partners to facilitate the delivery of services or treatment to reduce future law enforcement interventions.
Leads the community capacity-building efforts with behavioral health and related community partners. Independently develops and maintains relationships with community partners to facilitate the delivery of mental health services. Develops and maintains a formalized agreement with the Crisis Intervention Team Collaborative to provide continuity of care and a de facto treatment team.
Creates and maintains an accurate inventory of community partners and the services they provide. Facilitates delivery of up-to-date resource information to all department personnel. Collects statistical data, conducts data analyses and monitors trends to make recommendations to leadership and community partners for service level improvements.
Develops processes and communicates to law enforcement personnel regarding appropriate strategies for responding to mental health crisis calls for service. Develops curriculum based on research and provides training to law enforcement personnel related to recognizing and intervening with individuals in mental health crisis. Conducts presentations for community partners regarding mental health issues.
Monitors legislative changes related to mental health issues and ensures department compliance with all applicable laws regarding record retention and information sharing. Develops and revises department policies and procedures related to response and intervention in mental health crises.

Requirements
Required Knowledge, Experience, And Training
Master's degree in counseling, social work, psychology or a related field, clinical licensure in that field and three years of experience facilitating the delivery of mental health-related programs.
Knowledge of: mental health and social service agencies in the local area and the scope of their services; federal, state and county statutes, codes and regulations regarding mental health emergency detentions; regulations and laws applicable to mental health program administration; public health; mental health issues common in law enforcement interactions; computer usage including related software; and law enforcement operations and the criminal justice system.
Ability to: conduct clinical and mental health needs assessments, individually and as part of a team; provide effective leadership; conduct data analysis; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Licensing And Other Requirements
Certification as a Licensed Professional Counselor (LPC), Licensed Clinical Professional Counselor (LCPC), Licensed Clinical Social Worker (LCSW), Licensed Master Social Worker (LMSW), or Licensed Marriage Family Therapist (LMFT) or other equivalent licensed professional.
Valid state-issued driver’s license.

Physical Efforts
While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and occasionally lifting/carrying up to 50 pounds. Also, the employee is occasionally pushing/pulling up to 50 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk, hear and smell. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Working Environment
The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position. Work includes protected exposure to bodily fluids. attending fatalities/suicides that include bodily fluids and being present for death notifications to families where reactions may be calm to violent.
This position works: on-call as well as during regular business hours.
