    The S tate of Connecticut (https://portal.ct.gov/) , Department of Public Health ( DPH (https://portal.ct.gov/DPH) ) is now hiring for an anticipated Supervising Environmental Engineer (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=6352ES&R1=&R3=) within the Drinking Water State Revolving Fund (DWSRF) Program. This program is responsible to provide long-term low interest financing for projects that improve drinking water quality, assist public water systems in attaining compliance with state and federal drinking water regulations, and achieve long-term infrastructure sustainability. The DWSRF program provides millions of dollars in loans and subsidies each year to public water systems (statewide) to finance prioritized drinking water infrastructure projects of critical importance to public health. This position will be prioritizing programmatic work, delegating and reviewing engineering staff assignments, monitoring staff performance, and working to consistently improve the program.

    The Role:

    Job duties include, but are not limited to:

    + Supervise a team of technical subject matter experts, providing leadership, guidance, performance feedback, and professional development opportunities to foster a high-performing team .

    + Work to ensure the timely and expeditious use of federal funding .

    + Coordinate and assign work related to the preparation of the annual Intended Use Plan (IUP) .

    + Coordinate the EPA annual Performance Evaluation of Connecticut’s DWSRF Program and collaborate with all DWSRF Program team members to address action items and recommendations as applicable .

    + Develop and make recommendations on the development of DWSRF policies and standards in collaboration with DPH leadership and the Legal Office .

    + Liaison with other operating units, agencies, and outside officials regarding DWSRF .

    + Represent the DWSRF program at local, regional and national events .

    + Ensure completion and timely submittal of all required reporting .

    + Identifying opportunities for innovation and process improvement .

    + Review and approve DWSRF project payment requests from public water systems for professional services and construction activities.

    + Collaborate with DPH Legal Office in the drafting of DWSRF regulations .

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    This class is accountable for supervising and conducting investigations in connection with the protection of public drinking water systems and related aspects of environmental engineering.

    EXAMPLES OF DUTIES

    + Supervises environmental engineering studies in areas of sewage treatment and disposal or water supplies;

    + Reviews plans for sanitary facilities in large public buildings and new water supplies and water treatment plants for adequacy and process details;

    + Monitors water supplies, provides data/support for Planning and Investigations Units;

    + Confers with and advises public health or other responsible officials regarding problems in the various areas of responsibility;

    + Oversees such activities as inspection of water supplies, natural bathing waters, studies of adequacy of public water supplies, river pollution classification studies, and investigations of water supply quality;

    + Schedules, assigns, oversees, and reviews the work of staff;

    + Provides staff training and assistance;

    + Conducts performance evaluations;

    + Determines priorities and plans office work;

    + Establishes and maintains office procedures;

    + Develops or makes recommendations on the development of policies and standards;

    + Acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures;

    + Prepares reports and correspondence;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + relevant agency policies and procedures, state and federal laws, statutes, and regulations;

    + the principles and practices of environmental engineering with reference to water supply and subsurface sewage disposal but not including industrial hygiene and milk sanitation;

    + Considerable

    + interpersonal skills;

    + oral and written communications skills;

    + Considerable ability to plan, oversee, and conduct environmental engineering surveys and investigations and to analyze detailed plans and specifications;

    + Ability to interpret chemical, bacteriological, and microscopic analyses of water and sewage;

    + Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in environmental engineering involving groundwater, the design, construction or operation of water, sewage, industrial, solid or hazardous waste treatment plants and equipment, the inspection and regulation of water supplies or the investigation of environmental and waterway pollution problems.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been in a working lead level capacity.

     

    NOTE: For state employees this experience is interpreted at the level of an Environmental Engineer 3.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training in civil, chemical or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in civil, chemical or environmental engineering may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience with state or federal infrastructure financing programs.

    + Experience with engineering principles and regulatory requirements related to public drinking water infrastructure projects.

    + Experience working with federal Safe Drinking Water Act Requirements.

    + Experience multi-tasking with competing deadlines and priorities.

    + Experience leading or supervising other environmental or engineering professionals.

    + Experience establishing measurable goals and defining outcomes.

    + Experience fostering collaboration across diverse teams and stakeholders.

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to some danger of injury or physical harm due to environmental conditions including temperature extremes, heights and fumes, and to some risk in working with chemicals and other materials of unknown toxicity.
