*The University of Maryland Institute for Health Computing (UM-IHC)*is a $70M initiative in North Bethesda funded by Montgomery County and the University of Maryland Strategic Partnership: MPowering the State. The UM-IHC aims to build a learning health system for the State of Maryland that leverages advanced computation and medical innovation to advance health equity and improve quality of life state-wide. At the IHC, scientists from across two University of Maryland campuses and a statewide health system collaborate with industry, commercialize health care technologies, and develop & test health care interventions to simultaneously improve health outcomes and contribute to Maryland’s economy. *THIS POSITION IS PHYSICALLY LOCATED IN NORTH BETHESDA, MARYLAND.* *Position Overview:* *The Director of Finance and Administration*serves as a leader responsible for administering the financial, administrative, and operational functions of the UM-IHC. This role ensures the alignment of financial and operational strategies with institutional goals through financial management and effective leadership of administrative staff. The Director provides financial stewardship, oversees business operations, ensures compliance with internal controls, and supports strategic planning to promote institutional success. This role requires a combination of hands-on financial management and high-level administrative oversight. All employees are expected to work primarily physically within the State of Maryland. * *Key Responsibilities:* ** *Financial Management* * Perform or lead all financial functions including budgeting, forecasting, accounting, procurement, and reporting. Execute job functions through a mix of hands-on doing and delegation. * Provide data-driven insights and strategic financial advice to senior leadership. * Develop and maintain internal financial systems, ensuring compliance with GAAP, GASB, and institutional policies. * Manage diverse funding streams, including grants and service agreements, and monitor departmental income and expenditures. * Direct internal and external reporting processes, ensuring timely and accurate financial statements. * Perform financial modeling, capital budgeting, and cost analysis to support strategic planning. * Provide mentorship to Program and Operations Manager to develop financial competency for this key deputy. Provide exposure to financial systems, compliance, strategic financial planning, and financial decision making. *Administrative & Operational Oversight* * Oversee operations including facilities, IT, and resource allocation with support of existing program and operational management staff. * Design and implement administrative policies, standard operating procedures, and internal controls to ensure efficient and compliant operations. * Oversee HR functions in collaboration with central HR and faculty affairs, including recruitment, faculty offer letters, visa administration, and staff professional development. * Oversee procurement, contract negotiations, and expenditures to support operational needs. * Oversee systems and reporting functions to support metrics tracking, strategic planning, and compliance. * Develop and maintain KPIs and dashboards aligned with the mission and strategic objectives. * Promote a culture of continuous improvement and operational excellence. *Staff Management* * Supervise Program and Operations Manager, and oversee any future administrative/management hires, to foster a high-performing, collaborative team. * Handle conflict resolution, grievances, and staff development initiatives. * Ensure staff alignment with institutional policies, goals, and compliance requirements. *Work Environment:* * This position operates in a hybrid academic setting with opportunities for some remote work, subject to institutional policy. It may require occasional travel between campuses and partner institutions. *Education:*Bachelor’s degree in business administration, finance, accounting, public administration, or a related field. Master’s degree preferred. *Experience:*Seven (7) years spent progressively building a background in financial and business operations including HR, finance, facilities, and/or research administration. *Supervisory Experience:*Five (5) years of direct management experience including recruitment, supervision, and professional development of staff. *Other:*Annual financial disclosure required by Maryland State law. Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience.
