    STATE PROFILE SUMMARY: Under limited supervision, provides senior-level professional support in environmental services. May also serve in a lead role.

    JOB RESPONSIBILITIES:

    • E valuates the social effects of proposed transportation projects.

    • Conducts surveys for social resources.

    • Identifies social resources and coordinates with designers to avoid and minimize impact

    • Collaborates with a project team to develop public involvement plans/activities.

    • Duties include producing public involvement materials for public review.

    • Prepares documentation required by State and Federal laws and regulations, including documentation required to comply with one or more of the following acts: The National Environmental Policy Act (NEPA), the Georgia Environmental Policy Act (GEPA).

    • Serves as a liaison between the Department of Transportation and other government agencies and private parties, including both preparation and processing of correspondence.

    • Reviews all documentation and deliverables prepared by environmental consultants.

    • Occasionally work after normal business hours, as needed.

    • Position includes statewide travel with occasional overnight stay.

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

    STATE ENTRY QUALIFICATIONS:

    • High School diploma/GED and five years of job-related experience

    • OR Two years of related experience at the lower level Env Transportation Spec 3 (RCP142) or position equivalent

    AGENCY-SPECIFIC QUALIFICATIONS:

    • Possession of a Bachelor's degree in Environmental, Planning, Engineering, Law, Science (Ecology, Biology, etc.), or Social Science (Economics, Policy, etc.) AND

    • Possesses advanced knowledge of state and federal laws related to environmental compliance, including but not limited to the National Environmental Policy Act, the Georgia Environmental Policy Act, Section 4(f) of the USDOT Act.

    • Possesses an advanced understanding of transportation planning and engineering principles.

    • Possesses knowledge of project schedules as it relates to environmental decision documents.

    • Ability to critically evaluate available project information and select the appropriate rule, policy, or procedure to apply.

    • Communicate ideas and facts to individuals and groups.

    • Ability to adapt quickly to changes in policies and procedures.

    • Maintains a high standard of ethical conduct.

    • Ability to generate and evaluate alternatives and to recommend a sound solution that relies on new methods and procedures if necessary.

    • Work effectively with others to find mutually acceptable solutions.

    • Ability to recognize and recommend opportunities to assist the department in accomplishing goals

    • Ability to motivate staff and promote teamwork.

    • Ability to lead people and get results through others.

    • Ability to organize and manage multiple priorities and deadlines in a fast-paced environment.

    • Problem analysis and problem resolution at both a strategic and functional level.

    • Strong customer orientation.

    AGENCY PREFERRED QUALIFICATIONS:

    • Possesses advanced knowledge of state and federal laws related to environmental compliance, including but not limited to the National Environmental Policy Act (NEPA), the Georgia Environmental Policy Act (GEPA), Section 4(f) of the USDOT Act

    • Two years of experience collecting environmental data (i.e., academic or work-related) that requires collaboration with others, the analysis of data/results, and compiling information into written format.

    • Two years of examples in composing and preparing written information/materials, including technical reports that communicate facts, ideas, and messages in a succinct and organized manner and are appropriate for the intended audience.

    • A minimum of four examples displaying competency in reading and understanding transportation project plans, project maps, and/or aerial photographs.

    • Two years of experience understanding the sequencing of work activities needed to advance a project through the environmental process and project delivery process.

    • Two years of experience coordinating with designers, environmental specialists, individuals from other offices, and/or resource agencies to ensure environmental compliance.

    • Two years of experience in directing, monitoring, and evaluating project resource needs.

    • Two years of strong planning skills to identify group/unit objectives and develop sound strategies to achieve them.

    • Two years of experience in Primavera P6 and/or Primavera P6 Team Member software.

    • Two years of experience in coordinating with designers, environmental specialists, and officials from other agencies and offices to ensure environmental compliance.

    • Two years of experience identifying opportunities to assist the department in accomplishing goals.

    IMPORTANT INFORMATION FOR ALL GDOT JOBS

    The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

    Good Employment Standing:

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
