    Description of Job

    The Office of Regulatory Oversight (ORO) oversees the regulatory functions of the Division of Housing (https://doh.colorado.gov/) through two programs: the Building Codes & Standards Section (BCS) and the Mobile Home Park Act Oversight Program (MHPOP). The purpose of BCS is to protect Colorado citizens by regulating diverse and unique aspects of the state’s residential and non-residential construction industry in partnership with local governments, the federal government, other state agencies, and the private sector. Specifically, this work unit regulates the:

     

    + Construction of factory-built structures (residential and nonresidential);

    + Sale of manufactured homes and tiny homes;

    + Installation of manufactured homes, tiny homes, and multi-family structures;

    + Site built construction of hotels, motels, and multi-family structures in those areas of the state where no local building department exists;

    + Foundation systems for tiny homes, manufactured homes, and factory-built structures in areas of the state where no construction standards for tiny homes, manufactured homes, and factory-built structures exist; and

    + Standards for accessible housing. BCS registers/certifies manufacturers, sellers, installers, and independent installation inspectors.

     

    Design/construction plans must be reviewed and approved by this work unit, and inspections conducted and passed before a built structure may be certified. This work unit also inspects and certifies the installation of manufactured homes, tiny homes, and multi-family structures before occupancy. A homeowner may submit concerns regarding the construction, sale, or installation of their manufactured home or tiny home to BCS for investigation through its dispute resolution process.

     

    Building Codes and Standards (BCS) Plans Examiner

     

    The Plans Examiner position exists to conduct first-level plan reviews of factory-built structure construction documents as well as foundation systems for all structures regulated through BCS in any area of the state that does not have a building department, including engineering calculations and analysis, and manufacturer quality control procedures to verify compliance with applicable construction standards, including, but not limited to;

     

    + International Residential Code (IRC),

    + International Building Code (IBC),

    + International Energy Conservation Code (IECC),

    + International Mechanical Code (IMC),

    + International Plumbing Code (IPC),

    + International Fuel Gas Code (IFGC),

    + National Electric Code (NEC)

    + Housing and Urban Development (HUD) Manufactured Housing Standards

    + Administrative Rules - Title 24, Article 32, Part 33 of the Colorado Revised Statutes Title 9, Article 5 of the Colorado Revised Statutes.

     

    The position will also provide comments to submitting entities when revisions, clarifications, questions and resubmittals are required and then “re-review” construction documents as necessary. Recommendations will be made to the BCS Senior Plans Examiner.

    Job Duties

    The job duties of this position include, but are not limited to the following:

    + Plan Review

    + Verify architectural, structural, mechanical, electrical, plumbing, energy and life safety details of submitted construction plans and apply applicable standards to determine whether designer(s) have applied the appropriate code provisions and mathematical calculations in their selection and specification of building materials, structural members, and manufactured components.

    + Analyze components of the structure to ensure compliance with the current adopted standards.

    + Examine and confirm that the manufacturer’s approved construction manual (if applicable) contains any deficiencies per code (IRC, IBC, IPC, IMC, IECC, IFGC, NEC) or engineer practices and consult with the manufacturer to resolve issues.

    + The position also provides information and technical assistance to companies and individuals engaged in the construction for new/existing buildings, renovations, and remodeling work that is funded in part by programs in the Division of Housing. This may entail interpreting codes and regulations and explaining the analysis in response to questions or complaints.

    + Quality Control

    + Evaluate the manufacturer’s in-plant Quality Control Systems Manual, finished product and manufacturer’s capability to meet codes and standards as well as rules and regulations through code compliance inspection reports.

    + Conduct analysis to ensure the manufacturer has a viable quality control system that will assist in their ability to produce conforming products.

    + Review third party agency pre-approved plans for final approval. This involves auditing the preapproved construction plans for compliance with major structural, mechanical, electrical, plumbing, energy, fire and life safety components.

    MINIMUM QUALIFICATIONS

    Experience Only: Four (4) years of experience in conducting plan reviews or building inspections.

    AND

    Current, valid International Code Council (ICC) Plans Examiner Certifications (Residential - R3 or Building - B3) or Building Inspector Certification (Residential - B1, or Commercial - B2). A copy of your certification must be submitted with your application materials in order to be considered.

    OR

    Education and Experience: A combination of related education in Construction Management, Structural Engineering, Architecture, Mechanical Engineering or a closely related field (as determined by the agency) AND experience as described above equal to four years PLUS the certification identified above.

    + Prior experience providing technical assistance or code interpretation to companies or individuals,

    + Prior public sector experience conducting on-site inspections and plan reviews for structures and manufactured homes,

    + Ability to travel independently.
