This is an Air Reserve Technician (ART) position located in the Transportation Flight of the Logistics Readiness Squadron at an AFRC unit. The purpose of this position is to provide staff assistance/surveillance of transportation expertise and guidance and to provide training to reservists in the accomplishment of tasks set forth herein. Responsibilities Serve as the focal point for all transportation related matters by reviewing existing policies and procedures to determine need and effectiveness of policies and procedures, eliminating those which are unnecessary or obsolete. Coordinate unit training assembly (UTA) and annual tour (AT) training requirements with host base and higher headquarters. Perform work as the Unit Primary Vehicle Control Officer monitoring unit vehicle authorizations, distribution, and disposal with base agencies and higher headquarters. Perform staff assistance visits to determine effectiveness of subordinate vehicle control programs, and compliance with unit, Air Force and higher headquarters policies. Prepare letters, reports, messages and other pertinent data for supervisor's review in support of unit transportation requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position being filled. Specialized experience is experience which includes planning, developing, and implementing transportation management projects/programs of considerable breadth and complex, determining problems that are complicated by conflicting data or unusual transportation requirements, and making decisions regarding adequate planning and proper interpretations of established transportation methods, techniques, and guidelines. OR EDUCATION: Master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to a degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position, or an LL.B. or J.D, if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of and skill in interpreting and applying transportation and vehicle control policies, instructions and procedures. Knowledge of various resource and training reporting requirements and ability to analyze deficiencies, prepare written reports, and present findings and recommendations. Knowledge of safety requirements associated with hazardous materials and its storage. Ability to communicate effectively both orally and in writing; skill in establishing and maintaining effective working relationships. Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. It is your responsibility to provide such evidence when applying. ADDITIONAL INFORMATION: This is an Air Reserve Technician enlisted position. Air Reserve Technicians are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy Air Reserve Technician positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. Males born after 12-31-59 must be registered or exempt from Selective Service.
