Job Title: Program Manager
Position Summary
IMRIis seeking a highly experienced and strategicProgram Managerto lead and oversee complex capital programs under its Facilities Services Division. This role is responsible for managing the full lifecycle of projects from inception through closeout, including planning, design, construction, and post-completion phases. The Program Manager will lead multi-disciplinary teams, ensure adherence to budget, schedule, and funding requirements, and serve as a key liaison between stakeholders, community partners, and district leadership.
Key Responsibilities:
Program & Project Oversight
+ Manage all aspects of capital program execution including engineering, construction, technical support, bidding strategy, scheduling, budget management, grants administration, and final closeout.
+ Review and interpret complex construction budgets, schedules, and scopes to ensure compliance with authorized parameters.
+ Oversee multiple project planners to ensure that scope, budget, and schedule align with stakeholder expectations and strategic priorities.
+ Resolve cost overruns using value engineering techniques and sound project management practices.
Financial & Funding Management
+ Develop innovative funding strategies leveraging local, state, and private grant sources.
+ Ensure the financial closeout of programs is completed in compliance with funding source requirements.
+ Prepare detailed financial reports, funding requests, and appropriation recommendations.
+ Participate in contract negotiations and assist in the review of change orders and other contract-related documents.
Stakeholder Engagement & Compliance
+ Serve as liaison during litigation or project audits, including participation in depositions and documentation review.
+ Represent the District in community engagement activities and stakeholder meetings related to high-profile projects.
+ Summarize public feedback and prepare regular progress reports for internal and external audiences.
+ Mediate internal project conflicts and assist in dispute resolution among project team members.
Policy, Training, and Continuous Improvement
+ Develop and recommend updates to internal policies and construction specifications.
+ Analyze program strengths and limitations and make recommendations for process improvements.
+ Maintain a "lessons learned" database and participate in staff training to implement continuous improvements.
+ Evaluate construction programs and provide strategic insights to executive leadership.
Minimum Qualifications:
Experience
+ Minimum10 yearsof full-time, paid professional experience managing and administering capital programs and projects, including scope development, planning, budgeting, and closeout.
+ At least4 yearsof program management experience within apublic agency or educational institution, coordinating complex, large-scale initiatives.
+ Experience managingmultiple programs concurrentlywithin education or public agency settings is preferred.
Education
+ Bachelor's degree from a recognized college or university, preferably inArchitecture, Engineering, orConstruction Management.
+ Substitution Policy:Experience may substitute for education on ayear-for-year basis.
Licenses & Certifications (Preferred)
+ ValidArchitectural Registrationin California orProfessional Engineering License.
+ CertifiedConstruction Manager (CCM)by the Construction Manager Certification Institute (CMCI).
+ LEED Professional Accreditation.
