Job Description
This position exists to provide human resources services, including but not limited to recruitment and selection of classified staff, workforce reporting and processes and benefits administration for M State staff.
The position serves as resource to the management team for labor relations information, as defined in M.S. 13.37, used in collective bargaining. Maintain access to documents/data containing labor relations information as defined by M.S. 13.37

Responsibilities
Customer Service.
On a daily basis, live the mission, vision and values of M State to ensure a positive experience for all students and stakeholders. Service to M State students and stakeholders is a core component of the position and work responsibilities.
Job Posting and Search Process Work
+ Prepare and distribute vacancy posting notices to campus locations to comply with contractual posting requirements. Prepare vacancy ads and postings for all approved positions, place publication orders, and verify accuracy of printed ads. Prepare purchase orders for publication orders and indicate completion of order for payment to the business office.
+ Enter job postings and ensure all contract language is filled for approval and processing by Minnesota State system HR.
+ Serve as primary contact and answer questions from the public, Human Resources, and other employees, regarding staff job postings.
+ Receive and file bids, transfer requests and other correspondence relative to the position filling process.
+ Contact applicants to schedule interviews. Prepare all search committee related materials for the interview process.
+ Meet with candidates to discuss preliminary salary and benefit information associated with the position.
+ Distribute all new hire confirmation letters, non-select letters, and other office communications for the hiring process.
+ Ensure that EEO reports are pulled and are available to the Assistant Human Resources Director and/or the Vice President of Human Resources. Complete Monitoring the Hiring Process reports for each unlimited, classified vacancy. Complete the quarterly Monitoring the Hiring Process reporting to Minnesota Management and Budget.
+ Collect necessary documentation and records for compliance with information and data requests. Redact all private and confidential records and submit completed information to CHRO for review prior to distribution.
Support for campus and college operations
+ Recognition of broad and varied professional responsibilities which include but are not limited to support for campus and college operations such as: front desk coverage, registration events, Spartan Welcome Days, Commencement, this is not an exhaustive list.
+ Provide services and related duties in the absence of other staff as needed. Assist with research projects and reports as required assuring projects and reports will be completed in a timely manner.
+ Assist with implementing changes to effect continuous improvement in services provided. Attend workshops and professional development activities.
+ Serve as resource to management team for labor relations information, as defined in M.S. 13.37, used in collective bargaining. Maintain access to documents/data containing labor relations information as defined by M.S. 13.37.
+ Other related duties as assigned by the Vice President of Human Resources and Assistant Director of Human Resources.
Workforce Reporting and Processes
+ Serve as lead resource to the Service Center and payroll on staff transactional issues.
+ Manage and coordinate, with the HR service center, the efficient processing of all personnel/payroll transactions and ensure staff and customized training assignments follow policies, procedures and contract guidelines.
+ Maintain current knowledge, skills & abilities in Minnesota State unique transaction processing requirements.
+ Manage Position Control Numbers (PCN).
+ Assist supervisors in the editing of positions descriptions. Ensure updated position descriptions are maintained and filed in a timely manner both in the O drive and Image Now. Maintain archives.
+ Prepare job audit materials as directed. Assist supervisors with the process. Submit materials to the System Office for review.
+ Complete employment verifications as requested.
+ Prepare staff seniority rosters per the appropriate bargaining unit procedure. Inform the college population and post to the college’s Human Resources website.
+ Ensure Human Resources Files and Forms section of the Portal is up to date.
+ Pull and prepare reports as needed, including: timesheet reports, EEO/AA reports, budget reports, salary and fringe estimates, and other types of requests.
+ Create and maintain M State organizational charts. Post the organizational charts to the Employee Portal, HR Files and Forms.
+ Provide information to ensure the employee web directory is up to date.
+ Provide assistance and information for use in the development of a strike plan.
Benefits Administration
+ Serve as DDIR (Designated Department Insurance Representative) and college resource for the state insurance and retirement programs.
+ Perform new-employee orientations, answer benefit-related questions, and assist in processing information related to new employee enrollment, dependent changes and open enrollment.
+ Respond to inquiries regarding rights and options for benefit continuation according to COBRA and the Family Medical Leave Act. Process transactions as needed.
+ Resolve insurance problems by working with insurance carriers and the Minnesota Management and Budget, Employee Insurance Division.
+ Ensure communication to newly retirement eligible employees on TRA/IRAP retirement plans and provide them with Right to Elect form and send to the HRSC for processing.
+ Provide notification to unclassified employees who become eligible for the Supplemental Retirement Plan (SRP).
+ Review, analyze, and correspond with seasonal employees and the HR service center eligibility for summer balloon insurance deductions.
Minimum Qualifications
+ Strong customer service and human relations skills sufficient to interact with courtesy, respect, and professionalism with individuals of varying educational levels and diverse backgrounds to create a positive impression and experience working with the Human Resources office.
+ Communication skills, both verbal and written that reflect adequate responses, tact, and accurate information with attention to sensitivity, diplomacy, and confidentiality.
+ Proficiency using Microsoft Office (Outlook, Word, Excel, PowerPoint) or like software;
+ Demonstrated ability to learn new computer software systems and office processes.
+ Basic math skills sufficient to add, subtract, multiply, divide and calculate percentages and averages.
+ Strong attention to detail and the ability to refocus and concentrate on complicated issues with accuracy, in a fast-paced environment with frequent interruptions.
Preferred Qualifications
+ Associates degree or higher in office management, HR or related area;
+ Previous experience in Human Resources;
+ Basic knowledge of human resource management information systems and applicant tracking systems;
+ Basic knowledge of Federal and Minnesota employment laws;
+ Basic understanding of the Minnesota Data Practices Act sufficient to describe the differences in public and private information.
+ Strong organizational and time management skills;
+ Experience in handling confidential and sensitive information with utmost discretion.
+ Ability and commitment to collaborate and develop effective relationships with people from diverse backgrounds and at different levels in the college;
+ Initiative, flexibility, and adaptability to adjust to changing work.
+ A general knowledge and understanding of higher education processes.
Physical Requirements:
Requires occasional lifting and/or carrying such articles as file folders, ledgers and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Work Shift (Hours / Days of work)
+ 40 hours per week, Monday-Friday, 8 a.m. – 4:30 p.m.
+ Please note our summer hours: effective May 21 – July 15, 2025 – summer hours will be Monday through Thursday 7:30 AM – 5 PM and Friday 7:30 AM – 11:30 AM (excluding the week of 7/2 – 7/8/2025 which will be five, 8-hour days due to the July 4th holiday)

This is the correct salary range for this position, disregard the full range listed by this website: $22.00 - $30.98 per hour or $45,936 - $64,686 annually.
