This posting is for an Engineer II position located in the Division 9 / District 2 office. This Engineer II position serves as the Senior Assistant District Engineer for Forsyth, Stokes, and Davie Counties in the review and oversight of complex developments, encroachments, driveway permits, and subdivisions. This position acts as the lead for the department by coordinating the reviews and is the main point of contact for developers, engineers, and government entities. The position will assist the District Engineer with contract administration, encroachments, driveway permits, addition and abandonment of right of way, and review of TIA’s. This position will serve as the supervisor in the absence of the District Engineer, and requires attendance at numerous meetings with developers, engineers, and government agencies on high profile developments throughout Forsyth, Stokes, and Davie Counties. This position reviews and evaluates reports, contractor claims, contract plans, specifications, and permits, as well as performing field inspections. This position will write and review engineering documentation, attend project related meetings representing NCDOT, and review proposed and active highway projects. The position represents the Department on technical issues and advises the parties involved on the policies and specifications, and monitors construction activities for quality, safety, environmental protection, and project delivery. This position also provides engineering support to the Assistant District Engineer, Engineering Technicians, and contract inspectors. Will perform other duties as assigned. Position may be required to attend public meetings outside of normal business hours.

Knowledge, Skills and Abilities / Competencies

+ Experience reviewing project plans and specifications for compliance with established practices and principles of Engineering (i.e. - Spot Safety, locally managed projects, subdivisions, right of way encroachments and driveway permit applications).
+ Experience in the supervision, direction, management and training of lower level employees and/or contract engineering personnel to achieve established project delivery metrics
+ Demonstrated ability in planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
+ Demonstrated ability in communicating in written and verbal form, establishing and maintaining positive working relationships and customer service experience related to resolving problems.
+ Experience in Microsoft Office, Outlook, and use of GIS software.
Additional Expectations:
Ability to establish and maintain positive lines of communication between technicians, engineers, contractors, developers, public officials, and the public. Should be able to effectively communicate in a clear, concise, organized, and persuasive manner. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, and traversing rough terrain in evaluating highway construction. Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing. Must be able to lift 50 lbs. Must apply safety philosophy and program to all operations. The selected applicant will be expected to legally operate a motor vehicle. Safety toe shoes required.
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualifications:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
