Duties Description •Develop and/or review procurement packages, including Invitations for Bid, Requests for Proposals, and other procurement methods such as OGS statewide contracts, Memoranda of Understanding, Cooperative Agreements, and purchase orders. Ensure subordinate staff and program division staff employ procurement approaches that are effective, appropriate, and comply with all requirements of State Finance Law and Procurement Guidelines. Ensure that all State procurement laws and rules are followed in a correct and consistent manner. •Review and evaluate scopes of work to determine the appropriate procurement method needed to achieve the intended purpose within required timeframes. Incumbent is required to have a broad knowledge of various procurement methods, the ability to determine the best approach, and the ability to advise program divisions of the most efficient and effective method of procurement. Incumbent must ensure that sufficient time is allowed to complete the development of the procurement process.•Train and supervise subordinate staff on the activities described above. Complete performance programs and evaluations and address performance issues. Ensure staff complete mandatory trainings, and are aware of and adhere to State policies and procedures.•Monitor the progress of contract approvals to ensure that contracts proceed expeditiously through the approval process. Assist with the resolution of any issues/problems that arise in relation to specific contracts. Communicate with staff at control agencies (Attorney General and Office of the State Comptroller) to address questions or concerns they have regarding contracts submitted for their review and approval.•Coordinate with other Department staff who have procurement/contract-related responsibilities (such as Legal, MWBE, Budget, Expenditures).•Develop guidance for Department staff that is up-to-date, thorough and user friendly.•Assist with review and maintenance of procurement/contract guidance on the Department’s internal website.•Provide outreach to Department staff in program divisions to encourage and facilitate their compliance with State Finance Law and procurement rules. •Meet with Department staff as needed to discuss procurement concerns and provide guidance. Also participate in Bureau of Contract and Grant Development meetings and contribute to the resolution of challenges the bureau must address.
Minimum Qualifications Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanentcompetitive basis or held a title as indicated under the transfereligible section on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service atSalary Grade 21 or higher and either:Eligible for transfer under Section 70.1: Permanent competitiveservice as an Auditor 2, Business Officer 2, Housing Specialist 2,Parks Regional Grants Administrator or Senior Purchasing Agent.orEligible for transfer under Section 52.6: Must have current orprior service in a title designated as 52.6 within two salarygrades\one M grade of this position.
