Duties Description Responsibilities include, but are not limited to:• Manage all financial operations including accounting, cash management, budget and other finance related functions.• Ensure compliance with applicable accounting principles and regulations.• Lead annual budgetary process and serve as primary liaison with state budget examiners.• Monitor and analyze industry trends and economic conditions to prepare forecasts and financial projections to support agency planning.• Provide strategic financial guidance to agency executives, collaborate with agency executives to develop financial strategies, and make recommendations for cost savings. • Manage all financial reporting, including preparation of financial statements, budgets and reports.• Perform account reconciliations of receipts, payments and balances of all agency funds to ensure completeness of financial data. • Oversee agency procurement and approval of vendor invoices, requisitions, purchase orders and employee expenses.• Oversee procurement of supplies and manage all vendor contracts.• Oversee collection of quarterly assessments from industry employers and address deficiencies as needed.• Track federal and state forfeiture funds equitable sharing programs, identify eligible expenditures, collaborate with outside agency liaisons and prepare annual certifications as required.• Monitor bi-weekly payroll and provide guidance to employees when necessary. • Facilitate onboarding of new employees and benefit enrollments as necessary. • Assist in annual general insurance renewal.• Establish and enforce internal controls to ensure protection of agency funds, continued accuracy of financial records and to ensure adherence to policies, procedures and workflows.• Provide guidance and training to employees regarding NYS financial management applications when needed.• Other duties as assigned by the Commissioner and Executive Director & General Counsel.Conditions of Employment:Retention is contingent upon the completion and satisfactory adjudication of a background investigation.
Minimum Qualifications The New York Waterfront Commission (NYWC) is a law enforcement agency vested with licensing and regulatory authority. The NYWC’s mission is to investigate, deter, combat and remedy criminal activity and influence in the Port of New York, and to ensure fair hiring and employment practices so that the Port and region can grow and prosper. The agency conducts investigations into waterfront practices and works with federal, state and local law enforcement partners in complex criminal investigations. It conducts disciplinary hearings to deny or revoke licensure for statutory violations, and to bar those who pose a danger to the public peace or safety or who lack the requisite good character and integrity from port employment.As the chief fiscal officer of the NYWC, the Comptroller manages the agency’s financial operations, reporting to the Commissioner and Executive Director & General Counsel. Minimum Qualifications:Candidates must have:• Minimum of 8 years of experience in accounting or finance, including a minimum of 4 years of supervisory experience. Experience includes but is not limited to general ledgers, accounts receivable, accounts payable, payroll, cash receipts, cash disbursements, inventory accounting and internal controls. Comptroller experience in federal, state or local government is preferred.• Proficiency with computer applications such as Microsoft Office, including Excel, Word and Power Point at an advanced level.Educational Requirements:• Bachelor’s Degree in Accounting or Business. MBA or CPA preferred.Additional Qualifications:• Strong knowledge of accounting principles, financial analysis and reporting standards. • Experience in regulatory compliance, financial forecasting and budgeting.• Excellent analytical skills with ability to interpret complex financial data.• Effective verbal and written communication skills with ability to present financial information to agency executives.• Strong organizational skills with the ability to prioritize tasks and meet deadlines while maintaining accuracy and quality of work.• Problem-solving skills to proactively identify issues and recommend solutions. • Proficiency in NYS financial management applications (e.g., Statewide Financial System) and NYS procurement policy is highly desirable. Generally, employees new to NYWC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so.
