HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Development (OOD) leads the agency’s effort to create and preserve affordable housing as a critical part of Housing Our Neighbors: A Blueprint for Housing and Homelessness in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of seven divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Compliance and Enforcement and Housing Incentives.
HPD’s Division of Preservation and Portfolio Management oversees two divisions. The Division of Preservation Finance administers multiple financing programs including the Multifamily Housing Rehabilitation Loan Program (HRP),), Participation Loan Program (PLP), Housing Preservation Opportunities Program (HPO), Neighborhood Pillars Program, the Third Party Transfer Program (TPT), Multi-Family Preservation Loan Program (MPLP), Community Partnerships for Affordable Renovation Program (CPAR), the Lead Hazard Reduction and Healthy Homes Program, HUD Multifamily Program (HUD MF), and LIHTC Preservation (“Year 15”) Program. The Division also oversees programs to provide technical assistance to multifamily owners. These programs facilitate the financial and physical viability, as well as affordability of privately-owned multi-family and single-family buildings throughout New York City.
The Division of Portfolio Management & Conversions (PMC) comprises of four teams, including Conversions, Requisitions, and Construction Monitoring. PMC is responsible for overseeing a large pipeline of HPD projects financed across the Divisions of New Construction, Special Needs Housing, Homeownership Opportunities and Preservation, and Preservation Finance. The division is responsible for proactively managing projects from closing through construction to permanent loan conversion and transition to other teams within HPD.
Your Impact:
The Division of Preservation and Portfolio Management seeks an experienced professional with strong leadership and management abilities to be Executive Director of Policy and Operations for HPD’s Division of Preservation and Portfolio Management. Under the supervision of the Associate Commissioner, you will provide support to the Operations and Policy team responsible for administrative, hiring and personnel coordination across a variety of areas.
Your Role:
In your role as the Executive Director, you will lead highly competent Operations and Administration Staff and serve as a key contact for operational initiatives with the Office’s Executive Operations team The ED will oversee, coordinate and conduct operational activities for the Division, providing strategy, tracking, and oversight for program operations areas such as production targeting and tracking, administrative, fiscal/budget, Section 8 allocation, conversions, technology needs and all personnel matters.
Reporting to and working closely with the Associate Commissioner for Preservation, the ED will also help coordinate the implementation of agency and Division priorities as well as strategic preservation and housing initiatives. As ED, you will also work on initiatives to improve operations and customer service. The position will include broad contact with Development senior staff, other divisions within HPD, as well as external partners or partner agencies.
Your Responsibilities:
As Executive Director, you will perform duties including, but not limited to the following:
Provide support to Division and Office leadership on a variety of policy, process and production matters
Help communicate priorities, needs and challenges impacting teams in both divisions
Support operational and policy needsfor staff across the Division
Manage and oversee metrics and data related to the preservation pipeline; troubleshoot issues and think through processes to ensure adequate tracking MMR closings as well as the completion and construction management pipeline.
Support the Associate and Assistant Commissioners on budgeting direction for the division, working closely with Division Directors to fulfill annual budget exercise needs, track program budgets and adhere to division targets. This could include but not be limited to coordinating with other divisions and meeting with HPD Budget and Fiscal.
Coordinate and provide direction on personnel matters for the Division, ensure Operations staff are providing support to Division Directors in the interview process as well as closely coordinating with HPD Human Resources and HPD Budget on all Division hiring needs;
Work with HR, Budget, the Executive Development team and others to get clarity on hiring process changes and ensure hiring policy dissemination to Operations and senior program staff; work with internal partners to troubleshoot and problem solve for hiring issues as they arise
The ED will also be a liaison to the Associate Commissioner of Preservation and to the Executive leadership in the Office of the Deputy Commissioner of Development; further, the ED may coordinate activities with other Office of Development divisions.
The ED is responsible for ensuring the dissemination of information from the various areas of the agency to the Division. Information could include but not be limited to new data entry rules, policy initiatives and current events related to housing.
Support Associate Commissioner and program staff in development, implementation, and evaluation of program requirements and operations to ensure efficiency and effectiveness
At times, the ED will need to represent the Associate Commissioner and the Division at meetings and may be called upon by the Associate or Assistant Commissioners to assist in the preparation of materials for internal and external meetings and information requests.
Coordinate with other divisions within Development and other Offices within HPD to ensure smooth and efficient operations of hiring and other processes, exercises, and data coordination
As needed coordinate with HPD’s Office of Strategic Operations and Analytics on issues included, but not limited to representing the Division’s strategic policy and operations priorities within the Agency; coordinate across both divisions to implement strategic planning work; provide feedback and direction on recommendations and deliverables; provide direction and help coordinate FOIL responses, audits and other cross-team work
Support the Division of Preservation and Portfolio Management’s role in interagency policy and program initiatives as needed
Coordinate with relevant staff to evaluate, and potentially implement, new housing development opportunities, new programs or initiatives, policy, and regulations
Work with program staff to establish, track and monitor performance metrics, budget, and personnel needs
Other duties or special projects as required to assist operations for the Division of Preservation Finance and the Division of Property Disposition and Finance
Represent Preservation and the Associate Commissioner with partners across HPD and other city agencies, as well as with external stakeholders.
Coordinate with the Administrative Operations staff in both divisions for meeting and calendar management, event preparation, and other functions as needed.
Preferred Skills
You should have strong managerial experience, a record of achieving results in a fast-paced environment, experience managing programs as well as seeking ways to improve programs and procedures, strong financial analysis and spreadsheet skills, and be detailed-oriented, self-motivated, and able to manage multiple projects and meet deadlines. As a successful candidate, you should also demonstrate strong verbal and written communication skills. Preference will be given to candidates with: strong management experience, a proven track-record of closing transactions, a strong financial background (including underwriting experience), familiarity with mayoral agency hiring processes, knowledge of real estate development, affordable housing finance, housing development/lending, and knowledge of HPD development programs, demonstrated analytical skills, and ability to work effectively with others to obtain results promptly.

Qualifications
1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or
2. Education and/or experience equivalent to "1", including part-time and/or volunteer experience.
