    The new Office of Program Integrity (OPI) in the Department of Health and Welfare (DHW) is building the inaugural team of three to lead the important work of internally auditing, examining, and evaluating the department’s program adherence to legislative intent. These staff will serve DHW and the people of Idaho by being key players in ensuring our work is credible, responsive, efficient, and effective, and programs operate within regulatory and legislative requirements. OPI functions independently within the department, reporting to the Bureau of Compliance and is dedicated to promoting confidence and accountability in state government. This position is for aSenior Compliance Auditorin downtownBoise.

     

    OPI staff will conduct independent complex evaluations with care and confidentiality that consider a wide range of program work and perspectives. By working collaboratively with programs to strengthen regulatory compliance, evaluate the efficiency of program operations, and guide staff, the OPI team will help achieve department objectives. Successful candidates will demonstrate leadership and possess excellent communication skills and judgment to meet project objectives. Candidates must have the ability to establish and maintain effective working relationships with DHW programs, and other stakeholders.

    EXAMPLE OF DUTIES:

    + Administer assigned evaluations, assessments, and studies from inception to final delivery, including developing research questions, methods, and protocols in addition to scoping, planning, and implementing data collection.

    + Evaluate programs in the development of appropriate performance measures, standards, and procedures, identifying and assessing approaches to automate or otherwise streamline activities, including data collection and reporting within compliance requirements.

    + Provide consultation, training, and support for programs to prevent compliance issues.

    + Collaborate with the division’s Internal Audit unit to determine if there are appropriate internal controls, processes, and policies to deter and detect fraud, waste, abuse, mismanagement, and misconduct.

    + Edit, modify, and validate data from both manual counts and computer programs, ensuring accuracy and consistency.

    + Identify and verify erroneous or questionable data by contacting programs for correction.

    + Interpret trends and results from studies, develop conclusions and recommendations based on findings.

    + Translate and communicate technical findings into actionable insights and disseminate research results in various formats, including written reports, graphics, tables, and oral presentations.

    + Participate in diverse projects, from single-item requests to comprehensive reviews, while preparing various publications and presentations.

    + Review, interpret and analyze information and data, utilizing statistical tools and research methodologies.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position.     + Good knowledge of research methods. Typically gained by completion of at least two college-level statistical research methods courses (six semester credit hours or nine quarter credit hours) covering the elements of research methods and techniques including reliability and validity, measurement error, variance, methods of analysis, probability means, proportions and sampling OR completion of one college-level statistical research methods course (three semester credit hours or five quarter credit hours) covering reliability and validity, measurement error and variance COUPLED WITH approximately one year of work experience gathering, sampling and analyzing data. Experience does not include work coupled with degree/school requirements ie: thesis.

    + Good knowledge of principles of statistics. Typically gained by completion of two upper division college-level statistics courses (six semester credit hours or nine quarter credit hours) covering: estimation and tests of hypotheses; sampling and multiple regression and correlation; analysis of variance and covariance; introduction to experimental design; and analysis of unbalanced data for the fixed model OR completion of one upper division college-level statistics course (three semester credit hours or five quarter credit hours) covering estimation and tests of hypotheses and sampling and multiple regression and correlation COUPLED WITH approximately one year of work experience applying statistical techniques including sampling and surveying and measurements of dispersion. Experience does not include work coupled with degree/school requirements ie: thesis.

    + Good knowledge of sampling theory and probability theory. Typically gained by completion of two upper division college-level courses covering sampling theory and probability theory OR successful completion of specialized training (at least one week duration) focusing on sampling theory and probability theory COUPLED WITH at least one year of work experience defining populations, drawing samples and testing hypotheses testing. Experience does not include work coupled with degree/school requirements ie: thesis.

    + Experience writing analytical (research) reports or materials. Typically gained by at least one year of work experience analyzing data, drawing conclusions, and writing reports or portions of reports supporting research results.

    + Experience compiling and analyzing statistical data and drawing conclusions. Typically gained by at least one year of work experience compiling and analyzing statistical data and drawing conclusions.

    + Experience using statistical software or spreadsheet software to perform statistical analysis. Typically gained by completion of at least one college-level course (three semester credit hours or five quarter credit hours) using statistical software or spreadsheet software OR at least one year of work experience using statistical software such as SAS, SPSS, SPSSX, STATA, Number Cruncher, or similar software or spreadsheet software.

    + Experience interpreting and communicating (orally and in writing) statistical material into information usable by a target audience. Typically gained by at least one year of work experience requiring interpretation of statistical material such as research results, laws, policies, procedures, rules, or regulations and communicating (orally and in writing) that information so it is easily understood by the general population.

     

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

     

    + Good knowledge of program evaluation and auditing principles and practices. Typically gained by one or more years’ experience conducting professional program evaluations and audits, assessing programs for quality assurance, and making recommendations.
