About the Agency: The Idaho Division of Career Technical Education (IDCTE) provides leadership, administration, and coordination for programs in secondary and post secondary career technical education (CTE) and adult education across the state of Idaho. With a customer-service focus, the Division leads Idaho’s efforts to prepare youth and adults for high-skill, in-demand careers.
Summary: IDCTE is seeking a dynamic and visionary Chief Educator Officer to lead the Division’s educator initiatives and services. The Officer will be responsible for developing, implementing, and overseeing the strategic direction of our educator preparation and certification programming and ensuring alignment with the Division’s mission and goals. This role requires strong leadership, innovative thinking, and a deep understanding of educational practices and trends. This position will lead the Educator Services team, including professional development and educator certification.
Job Responsibilities:
+ Cultivate a culture of continuous improvement, innovation, and collaboration within the Division and those served by the educator services team.
+ Serve as the primary liaison or Division representative to educator support groups such as Career and Technical Educators of Idaho (CTEI), the Professional Standards Commission, and relevant stakeholder groups.
+ Develop and implement a plan for educator preparation, certification, and support in alignment with the Division’s overarching goals.
+ Responsible for the implementation of approved CTE educator preparation programs funded by the Division, including program approval, standards development, mentoring requirements, curriculum design, and implementation of a statewide CTE educator training program, delivered in-house.
+ Supervise the Educator Services team and other staff as needed.
+ Ensure all educator services programs and staff follow state and federal regulations.
+ Monitor and assess program effectiveness, leveraging data to enhance outcomes.
+ Lead the alignment of approved CTE educator preparation programs to meet statewide needs.
+ Identify emerging industry needs with stakeholders and update CTE educator programs as needed.
+ Manage a budget and administer contracts. Other duties as assigned.
Minimum Qualifications:
+ Minimum 5 years teaching experience in an accredited K-12 setting.
+ Understanding of Idaho’s statewide evaluation framework. (IDAPA 080202) (https://adminrules.idaho.gov/rules/current/08/080202.pdf)
+ Experience supervising staff.
+ Experience maintaining partnerships with industry professionals, community organizations, and educational institutions.
+ Experience in program development, program performance evaluation, and continuous program improvement.
+ Knowledge of educator certification, educator preparation programs, and educator professional development best practices.
+ Experience managing large projects, including budgeting.
Preferred Qualifications:
+ 5 years or more of teaching in a CTE program setting or supervising CTE instructional staff and programs.
+ An Idaho K-12 administrator’s certificate or CTE administrator’s certificate, or the ability to obtain one.
+ Experience with statewide educator evaluation framework
+ Knowledge of CTE program development, program evaluation, and continuous program improvement.
+ Experience supervising staff with multiple teams, both in-person or remote.
+ Familiarity with labor market trends, emerging technologies, and evolving workforce needs.
+ Strong analytical and problem-solving skills.
+ A passion for preparing educators for success.
