    Purpose of Classification

     

    The purpose of this classification is to direct, coordinate, and manage the comprehensive municipal operations and activities of the Engineering Division of the Public Works Department. This position will report to the Director of Planning & Development.

    Essential Functions

    The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned.

     

    Supervises, directs, and evaluates assigned staff, addressing employee concerns and problems, directing work, counseling, and managing employee performance.

     

    Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

     

    Reviews, or oversees the review, of development projects and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; executes city ordinances and enforces applicable building codes.

     

    Develops drafts, updates, and implements division policies, procedures, ordinances and regulations.

     

    Assist in the implementation of the City’s Flood Ordinance and coordination with the Community Rating System.

     

    Consults with Director of Planning & Development, City Manager's Office, City Commissioners, and other officials to review division operations and activities, review and resolve problems, and provide recommendations.

     

    Develops and implements division budget; monitors and authorizes expenditures to ensure compliance with approved budget; oversees payroll administration; coordinates application for grant funding.

     

    Develops and implements long and short term plans, goals, and objectives for the division.

     

    Provides professional administration and support services for utilities, development, public works, environmental management, and capital projects; provides professional and technical guidance to staff in all facets of engineering and construction activities; provides oversight and serves as a resource to staff members.

     

    Provides recommendations to the Planning & Zoning Division regarding changes to the City's comprehensive plan; establishes plan review guidelines; partners with Director of Planning & Development to prepare and execute City redevelopment plans.

     

    Provides technical guidance to staff in development of plans and specifications.

     

    Evaluates and implements improvements in quality of technical service; analyzes productivity to improve delivery of services; designs new technical procedures; rebuilds technical capabilities.

     

    Coordinates or conducts special projects/assignments as needed.

     

    Provides information, assistance and technical expertise to contractors, developers, and property owners; responds to questions, concerns, or complaints and initiates problem resolution; discusses problem areas with property owners, property managers, contractors, or other departments; provides technical assistance and consultation to other City departments.

     

    Meets with citizen groups, community organizations, and interested entities concerning City projects as needed.

     

    Compiles or monitors various administrative/statistical data pertaining to department operations; performs research; makes applicable calculations; analyzes data and identifies trends; prepares/generates reports.

     

    Acts at the City’s liaison to the Transportation Advisory Committee.

     

    Represents the City on various intergovernmental boards/committees.

     

    Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

     

    Provides resources for administrative/technical training to staff members through seminars, including project management, planning and control systems for construction management, or other topics.

    Minimum Qualifications

    Bachelor's degree in civil engineering or closely related field; supplemented by six (6) years previous experience and/or training that includes progressively responsible engineering practice and administration in a municipal environment or private practice. Must possess and maintain a Professional Engineering License. Must possess and maintain a valid Florida driver's license.

    PREFERRED QUALIFICATIONS

    Master's degree in public administration, business administration, construction management, or engineering management; supplemented by ten (10) years previous experience and/or training that includes progressively responsible engineering practice and administration in a municipal environment or private practice.

    Knowledge of civil engineering associated with transportation, roadways, buildings/facilities, water,

     

    sewer, stormwater, and municipal infrastructure.

     

    Comprehensive knowledge of federal, state and local laws, regulations, rules and ordinances related

     

    to municipal public works operations.

     

    Comprehensive knowledge of public administration principles and practices, including budgeting,

     

    fiscal administration, management and long-range planning policies, practices and procedures.

     

    Comprehensive knowledge of civil engineering principles and practices.

     

    Skilled at planning, reviewing, and implementing a variety of public works oriented engineering

     

    projects.

     

    Skilled in analyzing problems, identifying alternative solutions, projecting consequences of proposed

     

    actions, and implementing recommendations in support of goals.

     

    Skilled in researching, evaluating, and using new methods and techniques for operational

     

    improvements.

     

    Skilled in interpreting oral, written, technical information and data dealing with complex variables to

     

    identify, analyze and solve management problems of considerable difficulty.

     

    Skilled in using supervisory techniques, and pertinent federal, state and local human resource management rules including the collective bargaining agreements.

     

    Skilled in dealing constructively with conflict and responding with tact, composure and courtesy when dealing with others.

     

    Ability to establish and maintain effective working relationships with officials, department directors, employees, regulatory agencies, contractors, and the general public.

    Health Insurance

    The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).

    Dental Insurance

    Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.

    Vision Care Plan

    Life Insurance / Accidental Death and Dismemberment Insurance

     

    The City provides each eligible employee with term life and accidental death insurance.

    Supplemental Life Insurance / Supplemental AD&D Insurance

    Employees may purchase supplemental term life insurance on an individual-choice basis with premiums based on age. A matching amount of Accidental Death insurance may also be purchased.

     

    Dependent Life Insurance

     

    Employees who select supplemental coverage for themselves may also purchase coverage for their spouse and dependent children.

    City Retirement / Pension Plans

    The City has pension plans for general employees, police, and firefighters. Each plan is contributory with both the employee and the City contributing to the program.

    Vacation

    All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.

     

    Holidays

     

    The City observes12 paid holidays throughout the year.

    Sick Leave / Family Sick Leave

    Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
