    Work Environment:

    This position is Full-time, is Hybrid (Remote/Home Office w/requirement to report to Work location per business needs).

    CDE is hiring an HR Generalist to partner and collaborate with managers and supervisors in ensuring a positive employee experience. This includes overseeing the HR inbox and responding to or appropriately forwarding emails to the HR or Payroll employee responsible for the actions, tracking and processing all personnel actions, acting as a benefits administrator, FMLA, tracking and reporting on leave accruals and time off, responding to unemployment claims, and all offboarding actions as necessary. The position will provide excellent customer service to both internal and external customers. The position may be required to participate in special projects or process improvement initiatives of HR or CDE. Our team is implementing a new HRIS system and the ideal candidate will be familiar with HR technology and change management, and will have the opportunity to shape the future of HR at CDE!

     

    The final salary is anticipated to fall within the posted salary range, however could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

    Major Duties and Responsibilities:

    + Customer Service/HR Email Inboxes (40%)

    + Monitors the main HR and PAF inboxes each daily. Including, but not limited to, delegation of the email to the appropriate HR staff as necessary based on topic.

    + Provides the necessary follow-up on delegated email assigned to ensure responses have been made in a timely fashion.

    + Responds to emails in each of these boxes, if possible and appropriate based on the topic of the email.

    + Escalates issues to the next level supervisor as needed should delegated email responses not meet the timeline expectations provided.

    + Provides updates to the HR Supervisor regarding observed trends in emails received in the HR inbox.

    + Onboarding and Personnel Changes ( 25 %)

    + In coordination and collaboration with HR TA Coordinator, assists in entering new employees into the various onboarding or agency systems.

    + Attend and present New Employee Orientation.

    + Takes lead in responding to all PAF emails, including, but not limited to, ensuring accuracy of information, logging on the applicable tracker, routing for approvals, and processing in CPPS based on the established timelines/deadlines.

    + Collaborates with the payroll unit to ensure employee changes are accurately reflected in the payroll system.

    + FMLA/FAMLI /Benefits/ Unemployment/ Employee Engagement ( 25 %)

    + Demonstrate a working knowledge of employment law, rules, policies, and processes for Non-Classified positions and State Personnel Rules for Classified positions by handling questions coming from customers and seeking assistance from the HR Supervisor, Talent Acquisition Manager, or HR Director on complex issues.

    + Refer employees to proper offices and/or other HR Staff on where to find answers to questions and concerns. Escalate concerns to the HR Supervisor, Talent Acquisition Manager, or HR Director for resolution assistance. Identify and offer ideas to increase employee engagement, participation, or satisfaction.

    + Maintain working knowledge of all State employee benefits; serve as back-up to respond to basic employee basic inquiries and escalate the more complex questions to CDE’s Benefits Administrator or the SOC EBU for assistance

    + FAMLI and FMLA Leave Coordination. This includes, but is not limited to, facilitating, reviewing, approving, and tracking FMLA, FAMLI, and STD requests. Coordinates “make-whole” and leave with both HR Supervisor and Payroll.

    + Maintain working knowledge of various leave options available to employees in both Non-Classified (At-Will) and Classified positions. Provides leave balances, upon request via the HR mailbox. Update tracker using data provided by the Data Manager and provide data (leave accruals, balances, and amounts taken) for requests received through HR’s intake email inbox. Serves as back-up to HR Supervisor in leave tracking activities.

    + Act as the primary contact to receive unemployment inquiries via CDE’s third-party UI claims. Collaborates with the HR Supervisor, and HR Director to ensure all materials are gathered for a timely response to each claim and attend UI hearings. Coordinate activities related to unemployment hearings such as hearing preparation, receiving, and responding to inquiries, monitoring/communicating decisions to appropriate parties, and collaborating with the accounting department on payments to ensure we are paying benefits only for those that are deemed eligible.

    + Builds and maintain strong professional relationships with supervisors, leaders, and employees throughout CDE or external to CDE. Work to be an accurate source of information, confidentiality, and trust. Use experience and instincts to identify potential issues within teams and connect with the HR Supervisor, HR Director, or the Chief Human Resource Officer to inform them of the situation.

    + In collaboration with the HR Supervisor, develops, facilitates and recommends employee engagement initiatives

    + Projects and Programs ( 10 %)

    + Provide support to the HR team in executing various projects and programs, including creating forms and reports, supporting communication, education, and implementation activities.

    + Serve as an active project team member and potential project manager for HR strategic projects to ensure timely completion and execution of deliverables.

    + Assist with CDE-wide programs such as, Years of Service awards reporting.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    MINIMUMEDUCATION ANDEXPERIENCE REQUIREMENTS:

    Five (5) years of relevant experience in Human Resources, to include or a combination of employee leave types, employee benefits, unemployment benefits, personnel action processing, employee engagement and/or leave tracking.

    Education and Experience:

    A combination of related education (Human Resources, Organizational Development, etc) and/or relevant experience in an occupation related to the work assigned equal to five (5) years.

    QUALIFICATIONS AND CONDITIONS:

    Qualifications for Success in the Position:

    + Prior technical knowledge of employee leave types, employee benefits, unemployment benefits

    + 2+ years experience with leave tracking

    + 2+ years experience with HR systems

    + Experience processing personnel changes

    + Ability to engage directly and independently with employees on a frequent basis about their leave cases

    + Ability to quickly learn new and changing rules/regulations

    + Ability to interact with customers at all levels of knowledge, with patience and fortitude

    + Ability to navigate demanding customers

    + Ability to understand and explain/present complex and sensitive HR situations

    + Can maintain a positive attitude, even in times of stress

    Preferred Qualifications (Preferred/Not Required):

    + Experience creating Smartsheets (workflows, rules, dashboards, etc., or alternatively, Excel, Google Sheets, or other spreadsheet experience is required)

    + Previous State of Colorado government experience

    + HRIS implementation experience

    + Demonstrated experience with promoting employee engagement programs or activities
