    Job Description

    GENERAL PURPOSE

    The Legal Assistant 2 with Children, Youth, and Families (CYF) position is a full-time advanced level position which requires preparing clerical work and court papers, and reviews and analyzes case records, reports, recommendations, rulings, or decisions of the court for possible legal implications or inconsistencies as they relate to Juvenile Court proceedings. Work includes preparation of dependency cases, including those contested by the defendants.

    SUPERVISION RECEIVED

    This position reports directly to the Managing Attorney.

    SUPERVISION EXERCISED

    This position does not exercise supervision over other functions.

    ESSENTIAL DUTIES OF THE POSITION

    Assisting Agency Attorneys in preparation for court; coordinating and preparing necessary paperwork for all Juvenile court proceedings.

     

    Serves as back-up to Legal Assistant 3 in attending Juvenile Court proceedings and preparing the permanency plan/interim Court Order in the courtroom, and making revisions to interim court orders as the hearing proceeds. Copying and distributing interim court orders to all parties immediately following the Juvenile Court proceedings.

     

    Prepares case information in Custody matters and Bureau of Hearing and Appeal cases.

     

    Ability to discuss child welfare dependency cases with all levels of staff in preparation for Juvenile Court proceedings.

     

    Reviews and analyzes case records and Court material, and prepares proposed final court orders for submission to Juvenile Court.

     

    At the request of the agency attorney, contacts supervisors and caseworkers to prepare Juvenile Court documents for contested matters. Clarifies information in case records which might be inconsistent with Court documents. Contacts supervisor and caseworkers for additional information required to support the Agency's position on a case. Consults with supervisors, casework staff, and attorneys to prepare testimony, witness sheets, and supportive evidence in a matter.

     

    Reviews records to determine appropriate witnesses for court.

     

    Assists caseworkers/supervisors in preparing emergency court orders to assure proper format/wording.

     

    Reviews weekly Custody Court dockets and prepares CYF case reports.

     

    Prepares all Child Protective Services cases scheduled for Bureau of Hearing and Appeal matters and assists agency attorneys and solicitors in appeal hearings. Tracks status of criminal charges on CPS cases.

     

    Assists agency solicitors in training of staff as needed.

     

    Maintains statistical data related to court proceedings using American Bar Association data collection outcome measures for ASF A compliance.

     

    Serves as back-up SWAN file review contact.

     

    Sets priorities, plans and organizes work in consultation with and under direct supervision of immediate supervisor.

     

    Maintains a workable reference file and keeps legal files up-to-date.

     

    Knowledge of and ability to use a computer to prepare/correct reports, letters, interim court orders, case and court materials.

     

    Performs related tasks as required.

    REQUIRED MINIMUM QUALIFICATIONS

    EDUCATION & EXPERIENCE– Four (4) years of progressively responsible clerical, auditing, enforcement, or investigative experience, including two years of legal clerical experience, and graduation from high school; OR

     

    Any equivalent experience and training.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Ability to communicate in English.

     

    Ability to read and write sufficiently to understand regulations and written materials related to the job.

     

    Ability to express ideas clearly, both orally and in writing.

     

    Ability to work independently with supervisory input and review.

     

    Ability to apply pertinent laws, rules, and regulations.

     

    Ability to use telephone and email to communicate.

     

    Ability to operate a computer.

     

    Ability to analyze and compute numbers and other data.

     

    Ability to read handwritten documents.

     

    Knowledge of modern office methods, procedures, and equipment.

    PHYSICAL DEMANDS

    While performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear.

    I. Medical Insurance

     

    Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.

     

    II. Vision and Prescription

     

    Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.

     

    III. Dental Coverage

     

    Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.

     

    IV. Life Insurance

    A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.

    V. Retirement

     

    All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan [457(b)] which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.

The starting salary for this position is $20.9503 per hour ($43,577.00 annually), and is non-negotiable.
