_* This position is eligible for telework to applicants who reside in Minnesota or in a bordering state to Minnesota and live 50-miles or less from the primary/principal work location. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time._

This position reports to the Behavioral Health Administration’s (BHA) Director of Mental Health Services and serving on the division’s management team, this position is responsible for the development, implementation, and managerial oversight of multiple, complex adult mental health programs and services. This position possesses deep, substantive knowledge in policies and procedures with statewide significance and that impact multiple policy areas of the department, identifying impacts of current and proposed policy and law changes and recommending and negotiating alternatives that maintain program quality and comply with applicable laws. This position requires knowledge and understanding of budgeting, and management of braided funding for all adult mental health programs and services including knowledge of Medicaid funding structures, and regulations. The position requires deep expertise in evidence-based policy and clinical decision-making and a capacity to extend this expertise to staff and leadership department-wide.
Duties include, but not limited to:
+ Being informed on evidence-based practices, promising treatment practices and clinical research in adult mental health and overseeing the development of complicated policy by identifying, proposing, and defining public policy proposals and alternatives.
+ Implementing new health care policies and grant programs that affect the health and wellbeing of some of the most complex and vulnerable populations in our programs.
+ Administering multiple state and federally funded grant programs by ensuring implementation, direction, and oversight for adult mental health grant programs for maximum functionality.
+ Management of funding and budgets for adult mental health programs and services
+ Coordination and oversight of Medicaid funded programs
+ Responsible for financial oversight, budgeting, and management of braided funding for all adult mental health programs and services including Medicaid funding structures.
+ Managing complex relationships with various internal and external stakeholders.
+ Negotiating proposed changes and priorities with other managers and divisions
+ Proposing legislative changes and providing technical assistance and bill analysis
+ Overseeing the hiring of staff; mentoring and supervising staff who are designing and implementing complex work plans.
+ Establishing and maintaining complex relationships with internal and external stakeholders, counties, tribes, providers, member and advocacy groups.
+ Evaluating program outcomes and adjusting activities based on evaluation results.
Specific adult mental health policy and grant programs include (but are not limited to): Adult Mental Health Initiatives (AMHI), Assertive Community Treatment (ACT), Adult rehabilitative mental health services (ARMHS), Transition to Community, Mental Health Innovation Grant Program, Cultural and Ethnic Minority Infrastructure Grants (CEMIG), Projects for Assistance in Transition from Homelessness (PATH) , Targeted Case Management.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g., ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - experience must include:
+ 1+ year of experience identifying issues, goals, and strategic actions.
+ 100+ hours per year time commitment
AND
Four (4) years of in-depth knowledge and skills managing adult mental health programs and services demonstrating the following:
+ Knowledge of adult mental health policies/programs and best practices for providers to deliver services.
+ Comprehensive understanding of mental health funding consistent with Medicaid, grants, county, state, and federal requirements.
+ Analyzing the impact of changes and trends in federal and state legislation to provide valid recommendations.
+ Clinical experience and knowledge of adult mental health programs and service delivery.
+ Behavioral health knowledge of professional standards, laws and regulatory oversight of adult mental health services, programs and scope of practice.
+ Experience with strategic planning, research, outcomes, evaluation, and integrated services.
+ Experience working with diverse funding sources, grants, and budgets.

+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

+ Knowledge of the Department of Human Services Behavioral Health Administration’s service delivery models.
+ Creative and efficient problem solver able to address a complex range of policy, clinical management, and systems issues.
+ Knowledge of County authority dynamics in the delivery of mental health services throughout the state.
+ Understanding of program management, operations, continuous improvement and outcome processes and the ability to track and share results.
