Position Summary
The Budget Formulation Subject Matter Expert (SME) is responsible for leading functional aspects of federal government budget formulation and execution to ensure the technology strategy, architecture, design, implementation, and ongoing operation and support of the application/solution fully supports Office of Budget business needs. The Subject Matter Expert shall have in-depth knowledge and proven experience with the Budget Formulation and Execution Manager (BFEM) system, specifically the Budget Formulation module. This position will provide guidance and subject matter expertise to the Business Consultant and will work with the COR or Program Manager to ensure work is completed satisfactorily and on time. In addition, the Subject Matter Expert shall have proven experience leveraging Content Collaboration Platforms (e.g. Office 365 (O365)) as a solution in support of budget formulation and/or execution needs.
Key Responsibilities
+ Provide subject matter expertise and hands on experience working with the Budget Formulation and Execution Manager (BFEM) system, integrated system touchpoints, and the associated business processes
+ Assists in the review of overall business requirements and proposed system solution designs, helps identify issues, risks and mitigation strategies leveraging BFEM experience and expertise
+ Work with functional department management and staff to highlight necessary changes in business driving and accompanying system changes
+ Review and assesses testing artifacts, test environments, test processes and test effectiveness; evaluates and verifies test plans, business scenarios and other test artifacts
+ Perform test results analysis and correlation of test results and summarize in simple, concise summary reports
+ Communicate with all levels of management
+ Oversee the completion of project tasks and monitor adherence to project management process standards
+ Apply knowledge of best practices for project administration to their key duties, including resource allocation, task planning and progress reporting
+ Anticipate problems and work to mitigate the anticipated problems.
+ Prepare activity and progress reports regarding all assigned tasks
Required Qualifications
+ Bachelor’s degree with 5+ years of experience in federal budgeting systems, with a focus on budget formulation and execution.
+ Demonstrated proficiency in the Budget Formulation and Execution Manager (BFEM), specifically the Budget Formulation module.
+ Proven experience in federal budget formulation, including compliance requirements and best practices.
+ Experience implementing and supporting Office 365 collaboration tools to enhance budget formulation and execution processes.
+ Exceptional written and verbal communication abilities, adept at conveying complex technical concepts to diverse audiences.
+ Strong relationship-building and engagement skills, with a focus on client satisfaction and project alignment.
+ Demonstrated ability to prioritize tasks, manage multiple projects, and meet deadlines independently.
+ Team-oriented mindset with a commitment to high-quality work and shared project success.
