    Summary You will serve as the Naval Air Warfare Center Weapons Division (NAWCWD) HR Director. You will advise and assist the NAVAIR Commander, the Naval Air Warfare Center Weapons Division (NAWCWD) Commander, Flag Officers, Senior Executive Service (SES) members, ST/SL/SSTM members, supervisors and managers, as well as the heads of commands in serviced tenant activities on the Human Resources (HR) requirements, processes, and procedures to meet the ever-challenging needs of their organization. Responsibilities You will serve as a strategic partner and top consultant in all aspects of human capital initiatives, such as workforce recruitment, workforce development, restructuring, reorganizations, position management, consolidation functions, etc. You will develop and execute a sound HR plan geared to support customers’ short and long-range goals and objectives. You will attend meetings with the NAWCWD Commander and senior management officials to discuss HR topics. You will attend Workforce Team meetings and advise new Commanders, and, as appropriate, other new military and civilian management officials in Human Capital Management (HCM) laws, policies, practices, and procedures. You will represent the customer-based organizations in personnel matters with internal and external customers/agencies. You will serve as the liaison with Office of Civilian Human Resources (OCHR) to ensure that civilian customer needs are met in the areas of recruitment, processing, records maintenance, and DCPDS reports. You will participate on and/or direct special projects and transformation initiatives. You will develop, analyze, and advise on issues and activities within and across NAVAIR and the NAWCWD. You will work with the NAVAIR HR Director providing input to corporate initiatives that are in the best interest of NAVAIR/ NAWCWD and promote efficacy of service. You will collaborate with the Deputy Director Equal Employment Opportunity (DDEEO) to ensure all HR programs and policies are free from discriminatory practices and aid in the removal of barrier to Equal Employment. You will provide expert management advisory, program, and operational support on all aspects of recruitment and hiring for serviced customers through subordinates. You will provide services in position classification and position management by offering in-depth management advisory services during organization planning, manpower review and planning, and in the development of recruitment/shaping plans. You will provide complete labor management relations services by operating as final NAWCWD authority for all merit promotion negotiated and administrative grievances. You will provide a training and employee development program for NAWCWD by planning, developing, conducting and/or coordinating internal and external training and development programs. You will provide reports, both on an ad-hoc and regular and recurring basis, regarding workforce composition, size, attrition, etc. to aid in the development of overarching strategic human capital plans and programs. You will provide functional expertise and analytical support to assist customers in defining and executing military personnel and manpower actions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization. Education This position does NOT allow for substitution of education. Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is equivalent to a GS-14/15. This position typically works a 40 hour work week. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
