    Position Summary Information

    General Summary

    TheDeputy Director, Human Resources (HR)is responsible for supporting the leadership and management of the Human Resources Office. In partnership with the Chief HR Officer ( CHRO ), the Deputy Directorserves as an advisor to employees and management on human resource matters in an effort to create and foster an employee-oriented, high-performance culture that emphasizes trust, empowerment, commitment, accountability and results. The Deputy Director, under general direction of the CHRO plans, manages, and oversees assigned activities, operations and projects in the Human Resources Office. The Deputy Director may assume the duties and responsibilities of the CHRO , exercising judgment and providing advice on a wide range of personnel matters.

    Essential Functions

    + Assists with the administration, planning, managing, and overseeing human resources activities, operations and projects in the Human Resources Office.

    + Drawing from WSSC Water’s strategic priorities, strategizes and implements human resource objectives; plans, organizes, delegates and evaluates short and long-term human resource projects.

    + Oversees, directs and evaluates two or more human resources functions and/or teams including schedules, priorities, and standards for achieving goals.

    + Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination.

    + Assists in the development of techniques for evaluating human resources activities.

    + Assists with the establishing strategic plans, goals, and objectives for the Human Resources Office.

    + Assists in planning and budgeting for the Human Resources Office.

    + Effectively communicates HR programs, practices, and policies to employees and management.

    + Ensures compliance with local, state and federal laws and regulations.

    + Facilitates difficult interactions and escalates issues to a higher level, when warranted.

    + Partners with the HR Director to suggest HR solutions that are creative, innovative, effective, and based on best practices and/or research.

    + Provides guidance on issues, rules, policies, regulations, and standard administrative procedures related to human resources management.

    + Assists with the review and updating of guidelines, policies, regulations, rules, and standard operating procedures.

    + Assists with audits of human resources to ensure compliance with policies and procedures.

    + Prepares, reviews, and compiles reports, analyses, compliance, and surveys; develops custom reports.

    + May direct and oversee HR Essentials training related to an assigned human resources team.

    + Researches best practices for addressing current and future HR challenges, and identify HR needs and opportunities for improvement.

    + Develops formal and informal messages, as appropriate, for intended audiences.

    + May oversee and manage specialized HR events and programs.

    + Attends human resources trainings and/or informational meetings.

    + Oversees the development and implementation of training programs.

    Other Functions

    + Provides leadership for and participates in special projects, as assigned.

    + Serves on work teams or committees as a representative for the Human Resources Office, as appropriate.

    + Attends meetings on behalf of the HR Director, as appropriate or requested.

    + Performs other related job duties as assigned.

    Required Knowledge, Skills, And Abilities

    • Ability to plan and manage multiple projects

    • Ability to make independent decisions, solve complex problems and implement those decisions;

    • Knowledge of employment organizations and human resource administration processes, laws, rules, and regulations

    • Knowledge of federal, state, and local laws and guidelines pertaining to employment

    • Knowledge of budget and accounting principles, practices, and procedures

    • Knowledge of the principles of management and supervision

    • Knowledge of computer systems and operations to implement and administer human resource operations and services

    • Ability to develop and implement progressive policies and practices to achieve human resource objectives

    • Ability to lead a diverse staff responsible to implement a comprehensive mix of human resource services

    • Ability to analyze facts and to exercise sound judgment and to arrive at valid conclusions

    • Ability to prepare and deliver instruction and learning plus lead individuals and groups to meet desired objectives

    • Ability to effectively communicate both orally and in writing to groups and individuals

    • Knowledge of statistical concepts and methods

    • Ability to use standard office automation software

    Minimum Education, Experience Requirements

    • Bachelor’s degree

    • 10+ years professional experience in human resources

    • 5+ years management experience, including employee supervision

    •Working knowledge of workforce planning, compensation/benefits programs, performance management, succession planning, training and development, employee relations, and labor relations in addition to other functions in human resources

    Additional Requirements

    Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.

    Preferences

    • SPHR , SHRM - SCP or similar certification

    • Master’s degree in human resources or related discipline

    • Public sector experience

    • Prior work experience at the assistant or deputy director level

     

    Salary$125,561 - $213,454
