Nature of Work
Provides professional level assistance in the creation of economic development strategies, research, and implementation of efforts to attract, retain, and grow business and industry in the City of Las Cruces.
Environmental Factors
Work is performed in a standard office environment with occasional travel to other locations and sites where various hazards may exist including uneven ground surfaces and all types of traffic and weather conditions.
Physical Factors
Light physical demands; mostly desk work. Frequent to constant use of a personal computer.
Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Duties and Responsibilities
+ Plans and organizes activities related to business recruitment and growth to attract, create, and retain jobs; provides the business community and individual organizations information and assistance to promote and market the City of Las Cruces as a favorable environment in which to establish and build industries and businesses.
+ Coordinates efforts and information with various City departments to identify, attract, retain, and assist business and industry; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service to assist businesses with all required registration and permitting processes.
+ Functions as a liaison to establish, maintain, and facilitate positive relationships, communication, collaboration, and cooperation between State and local agencies, City Departments, community partners, and downtown stakeholders including the Central Business District (CBD), Metropolitan Redevelopment Area (MRA), and Tax Increment Development District (TIDD).
+ Researches companies and industries; responds to inquiries and requests; develops and prepares marketing materials and packets to include community, economic, statistical, financial, demographic, and other site-specific information for dissemination to potential clients.
+ Prepares and presents economic development incentives and agreements; exercises independent judgment within general policy guidelines to meet established goals, objectives, and directives; reviews and recommends project plans, reports, and procedures; sets project priorities and assures project deadlines and performance standards are met.
+ Evaluates and analyzes City codes, policies, and issues to recommend and implement revisions or solutions within scope of authority; assures compliance with all laws, policies, regulations, timelines and goals; interprets statutes and regulations; coordinates programs with various Local, State, and Federal agencies.
+ Manages the collection, analysis, and presentation of project, operational, and financial data; prepares and presents proposals and various special and recurring reports; participates in various meetings with City Council, regional government organizations, community groups, and State and Federal agencies to ensure accurate and timely communication of information; conducts public meetings and coordinates discussions on economic development issues; manages the development of grant applications for economic development projects.
+ Provides direction, management, and guidance on programs, activities, and issues; coordinates projects, evaluates workload, prioritizes and coordinates work assignments; monitors workflow and accuracy of work to ensure the appropriate allocation of resources; trains, coaches, and instructs employees as required to accomplish required tasks and duties; participates in staff evaluations with designated supervisor to provide impartial feedback regarding performance.
Minimum Qualifications
Bachelor's Degree in marketing, economic development, business or public administration, or related field AND three (3) years of professional level experience in economic development, marketing, research, business development, commercial real estate/development, urban planning, community development and/or redevelopment. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid driver’s license may be required or preferred. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies.
Knowledge, Skills, and Abilities
Considerable Knowledge of: economic development principles, practices, and implementation methods, including business development, redevelopment, marketing, and local government financial incentives for business and economic development; principles and practices of administrative management, including accounting, budgeting, and strategic planning; applicable Local, State, and Federal statutes, rules, codes, and regulations relating to economic development; grant program management and principles of record keeping and records management; community resources and community services programs; related occupational and environmental safety and health hazards, and safety practices; effective customer service and communication techniques, principles, standards, and methods; appropriate business English, spelling, grammar, punctuation, proofreading, and editing; modern office equipment, business, and personal computers, business office software applications, and report generation; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position.
Ability to: assess and prioritize multiple tasks, projects and demands; interpret and apply local, state, and federal rules, regulations, policies and procedures; effectively communicate in verbal and written form to groups and individuals of varied backgrounds; establish and maintain effective and appropriate relationships with city employees, stakeholder groups, and the public; firmly and impartially mentor, lead, monitor, and oversee the activities of staff; use initiative and independent judgment within established procedural guidelines; read and interpret regulations, plans, and specifications; prepare and present accurate and reliable reports containing findings and recommendations; perform a wide variety of duties and responsibilities timely and with accuracy to meet deadlines and ensure achievement of City goals and objectives.
Skills in: analyzing and evaluating economic development issues to develop programs and services to meet strategic goals; determining economic development potential and developing and coordinating plans and programs for the acquisition and retention of industry and business in the community; effectively managing and coordinating projects and assignments; using initiative and independent judgment within established procedural guidelines; reading, interpreting, understanding, and applying policies, procedures, and applicable rules and regulations; assessing needs and developing and implementing effective solutions; researching, analyzing, and synthesizing data to evaluate issues and alternatives and make logical recommendations based on findings; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner; demonstrating effective interpersonal communication skills, building consensus among groups and individuals, and conflict resolution.
