This position within the Data Practices and Analytics Division exists to lead and direct large and high priority educational program and policy data analysis, research, and evaluation at the Minnesota Department of Education. Duties will include:
+ Develop and apply evaluation instruments and complex statistical analysis methodologies to determine and communicate the progress of learners and the effectiveness of educational programs.
+ Design and implement research for multiple interconnected education programs, such as but not limited to, multilingual/English learners, school accountability systems, early childhood, special education, and 21st Century Community Learning Centers.
+ Provide consultation and professional advice to educational personnel, institutions, organizations, and policymakers in the design, selection and development of state-wide educational programs through analytical reports, presentations, and engagement.
This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month.
Minimum Qualifications

Five (5) years of professional experience in data management, data analysis and program evaluation
A Doctorate degree may substitute for two (2) years of experience; A Master's degree may substitute for 18 months of experience; and a Bachelor's degree may substitute for one (1) year of experience
Experience must include:
+ Experience completing analyses using a programming code (e.g., R, SQL, SAS STATA, Python)
+ Experience providing technical assistance, training or teaching about data analysis or using data for decision making
Preferred Qualifications
+ Experience working with K-12 data
+ Familiarity with Minnesota's school accountability system
+ Knowledge of balanced assessment systems and how to appropriately use assessment results in educational programming decisions
+ Familiarity with early education assessments
+ Familiarity with multilingual learner programming and data
+ Experience completing program evaluations
+ Experience using data visualization software (e.g., Tableau, PowerBI)
