Summary
The Chief Estimator has broad authority for the strategy, governance, and direction of the entire Estimator Functional Group. The Incumbent has full decision-making authority over the Estimator Functional Group within the organization's general policies, principles, and ultimate goals . In addition, the person in this role has the full ability to define policies, practices, standards , and guidelines.
Responsibilities
As Chief Estimator, the I ncumbent is the highest level estimating professional in a large construction company.
Strategist and lead visionary responsible for providing oversight and guidance to ensure the development and implementation of estimating standards and procedures a lign with industry standards and best practices.
Spearheads the development and implementation of guidelines for estimating markups , including profit and loss, overhead, bonding costs, and escalation factors.
Oversight over the functional group to ensure that estimating standards, research, solicitation, the development of sources and vendors , and the accuracy of cost estimates are implemented and maintained by the estimating staff.
Advises the senior management on departmental policy decisions related to cost estimating practices and procedures to ensure the estimates comply with the overall construction contract requirements and are consistent with MTA guidelines . T he overall estimate packages represent the full scope of the projects.
Lead agency subject matter expert charged with advising estimator staff, engineers, architects, contractors, and subcontractors on changes, effects of cost reductions and adjustments, a nd resolution of cost estimate issues.
Education and Experience
Bachelor ' s degree in Engineering, Finance, Statistics, Mathematics, Construction or Project Management, Business Administration, or a related field.
Must have a minimum of twenty (20) years of related experience,
Must have a t least twelve (12) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
Certified Professional Estimator - ASPE , or Associate Estimating Professional Certification , is desirable.
Alternative Delivery experience preferred.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all organizational levels .
Demonstrated ability to work in a high - profile, high - pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team - building , listening, problem - solving, and prioritization skills.
Substantial knowledge of construction costs and budgets, and assist in developing a project schedule.
Substantial knowledge of construction practices, techniques, and equipment.
Familiarity with analyzing requirement data to develop material and cost estimates for large projects.
Proficiency in mathematics, statistics , and data analysis.
Excellent analytical skills and attention to detail.
Ability to read and interpret technical documents.
