    Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Associate in Education of Children with Disabilities position in the Office of State Review. This Office will assist State Review Officers in reviewing the decisions of impartial hearing officers concerning the identification, evaluation, program, or placement of children who have, or are suspected of having, an educational disability. Duties of this position include, but are not limited to, the following:• Assist State Review Officers in performing timely and independent reviews of appeals brought pursuant to Education Law 4404(2);• Review evidence presented in appeal files, including formal and informal student assessments, evaluations, educational records, and expert witness testimony;• Work both collaboratively on interdisciplinary teams and independently when examining hearing record evidence; • Analyze evidence regarding educational issues raised in the appeal to assist State Review Officers in rendering written decisions;• Provide strong writing and editing support to State Review Officers within stringent time frames; and,• Perform other duties as assigned.

     

    Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• A master's degree in special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; and New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; or speech and hearing handicapped; or as a school psychologist; or New York State licensure as a speech/language pathologist; and four years of professional experience in special education service delivery, administration of special education programs, evaluation for special education eligibility, teaching children with disabilities, or design and/or development of special education programs.** a doctorate can substitute for one year of non-specialized experience.PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education of Children with Disabilities.Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education of Children with Disabilities.Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. A master's degree in any of the following areas: special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND2. New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind, or partially sighted; speech and hearing handicapped; as a school psychologist; OR New York State licensure as a speech/language pathologist; AND3. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:• A master's degree in any of the following areas: special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND• New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind, or partially sighted; speech and hearing handicapped; as a school psychologist; OR New York State licensure as a speech/language pathologist; AND• Four years of professional experience in special education service delivery, administration of special education programs for ages 3-21, evaluation for special education eligibility, teaching children with disabilities; OR design and/or development of special education programs.* a doctorate can substitute for one year of non-specialized experience.Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must possess the following:• A master's degree in any of the following areas: special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND• New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind, or partially sighted; speech and hearing handicapped; as a school psychologist; OR New York State licensure as a speech/language pathologist; AND• Four years of professional experience in special education service delivery, administration of special education programs for ages 3-21, evaluation for special education eligibility, teaching children with disabilities; OR design and/or development of special education programs.* a doctorate can substitute for one year of non-specialized experience.Provisional candidates must take the examination for Associate in Education of Children with Disabilities when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

     

    Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment, a contingent permanent non-competitive appointment, or a temporary provisional appointment. Provisional candidates must take the examination for Associate in Education of Children with Disabilities when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates are required to possess New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind, or partially sighted; speech and hearing handicapped; as a school psychologist; OR New York State licensure as a speech/language pathologist at the time of hire. Continued employment as a Associate in Education of Children with Disabilities is dependent upon maintaining New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind, or partially sighted; speech and hearing handicapped; as a school psychologist; OR New York State licensure as a speech/language pathologist. Failure to maintain New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind, or partially sighted; speech and hearing handicapped; as a school psychologist; OR New York State licensure as a speech/language pathologist will result in removal from employment. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates. This position leads to a maximum salary of $ $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
