    THE ROLE

    The Construction Services Associate Project Manager is responsible for the planning, design and construction or renovation of the State's buildings and facilities. This individual operates in one of four teams supporting 24 State agencies and are collectively responsible for a portfolio of over $1,600,000,000.

     

    The Construction Services Associate Project Managers are the owner's representatives of the State and manage contracts, schedules, budgets, designs, construction contracts related to assigned projects. In addition, they are assigned projects with a maximum individual value of 40 million dollars and may assist a Construction Services Project Manager with day-to-day execution and coordination of larger projects.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Administrative Services this class is accountable for overseeing and coordinating all phases of assigned capital design and construction projects.

    EXAMPLES OF DUTIES

    + Oversees assigned projects including project budget, quality and schedule;

    + Oversees work of both external and internal resources such as architects, engineers, consultants and inspection personnel for assigned projects;

    + Reviews construction plans, drawings, specifications and change orders for completeness, accuracy and consistency with contract documents, codes and agency or statutory requirements;

    + Maintains accurate records and progress reports on assigned projects;

    + Oversees assigned projects from inception through design and construction up to and including furnishing and occupancy;

    + Conducts project planning conference with client agency to determine scope of project and services required;

    + Establishes resource requirements;

    + Assists in determining available funding;

    + Monitors project budgets, ensuring project costs remain within budget;

    + Communicates with Bidding and Contracts section on contract needs and provides input on required contract documents including preparation of project description for advertising;

    + Assists in monitoring of contract review;

    + Recommends bonding needs;

    + Assists in review of proposals;

    + Monitors contract execution;

    + Assists in negotiating fees, terms and conditions;

    + Ensures timely use of all resource groups;

    + Conducts meetings;

    + Coordinates with client agency regarding changes in program content, schedule and costs;

    + Prepares reports for client agency and administration;

    + Ensures compliance with codes, permits, etc. through resource group;

    + Ensures timely resolution to construction problems;

    + Coordinates with Equipment section to ensure timely delivery of furniture;

    + Monitors shop drawing processing;

    + Recommends approval of proceed orders and change orders;

    + Coordinates with agency for timely occupancy;

    + Arranges and conducts post-occupancy evaluations;

    + Identifies issues potentially affecting program throughout entire process;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + project management;

    + principles, practices and methods of architectural or engineering design, building design and design aspects of building modification and construction;

    + contractual documentation;

    + Knowledge of

    + principles, practices and methods of large-scale building, design and construction;

    + legislative process in bonding of funds for capital building projects;

    + building materials and codes;

    + state design codes and national standards;

    + statutes, regulations and laws governing construction permits;

    + contract documentation;

    + Skills

    + interpersonal skills;

    + oral and written communication skills;

    + negotiating skills;

    + Considerable ability to read and interpret construction drawings;

    + Mathematical ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in the design and construction of commercial, industrial or institutional structures involving any combination of the following:

    + architectural or engineering design or review;

    + construction supervision;

    + project estimation or project management.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have included performing the most complex duties in the area of engineering or coordinating all phases of design for state buildings including the architectural, engineering, cost review, equipment and physical operations.

     

    NOTE: For state employees this experience is interpreted at the level of a Construction Services Assistant Project Manager.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training in architecture, engineering or construction management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in architecture, engineering or construction management may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + A degree in architecture, engineering or construction management.

    + Experience as a Project Manager or Assistant Project Manager for a Prime Contractor or a Professional Services Consultant.

    + Experience managing a team through pre-construction and construction phases of government, commercial or non-residential projects.

    + Experience in managing a project with formal Critical Path schedule method.

    + Experience with software including Trimble Unity Construct, Bluebeam, Microsoft Project and the Microsoft Office Suite.

    SPECIAL REQUIREMENTS

    + Incumbents in this class may be required to possess a Professional Architect or Engineer License, Associate Constructor or Professional Constructor certification (AC or PC-American Institute of Constructors) or certificate as an Engineer-in-Training (EIT-National Council of Examiners for Engineering and Surveying).

    + Incumbents in this class may be required to travel.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and a moderate degree from year-round weather conditions.
