    About this Unit:

    Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve their goals. It is responsible for a number of support functions to make our agency as efficient, effective and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation; Technology and Security; Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development.

     

    Business Innovation, Technology and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs, and coordinates activities with the program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.

    Description of Job

    This position is in the Operations Branch of BITS as part of the Fiscal Unit that provides budget planning, budget execution, funding oversight, and other related duties. This position is responsible for providing budget analysis and financial information. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs. This position provides budgetary and financial support to all levels of unit management, assists in their achievement of service goals and objectives at the least possible cost to the division.

    Experience Only:

    Four (4) years of relevant experience in an occupation (such as Accounting, Finance, Business) related to the work assigned to this position.

    OR

    Education and Experience:

    A combination of a related degree (Accounting, Finance, Business Administration, or Public Administration) and/or relevant experience in an occupation related to the work assigned equal to four (4) years.

    Preferred Qualifications:

    + Previous work in a state, federal or local government agency

    + Experience monitoring and researching legislation, or working knowledge of the Colorado legislative process

    + Experience in budgeting, cost estimating or financial modeling

    + Experience with large data sets

    + Exceptional quantitative analysis and reasoning skills

    + Strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely

    + Excellent time management skills and ability to balance competing deadlines and priorities

    + Strong interpersonal skills, especially an ability to maintain confidentiality and productive working relationships with stakeholders despite varying interests, agendas, and areas of expertise

    + Critical thinking

    + Attention to detail

    + Flexible and able to work in many different policy areas

    + Strong reconciliation and payment processing experience

    + Proven ability to meet strict deadlines and manage high-volume work

    + Proficiency in Excel and financial data entry

    + Ability to work independently and collaboratively under pressure

    + Strong customer service and communication skill

    Conditions of Employment:

    + Standard Background Check Required

    + Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.

    Appeal Rights:

    Review of the completed, signed and submitted appeal will be timely on the basis of written material submitted by you, using the official appeal form signed by you or your representative. This form must be completed and delivered to the State Personnel Board by email at [email protected] within ten (10) calendar days from your receipt of notice or acknowledgement of the Department’s action.
