    Title: CONTRACT SPECIALIST (LEVEL I - POLICY) Location: United States-Virginia-Virginia Beach Job Number: 250001LO Job Summary: Assists with developing procurement policies processes and procedures. Performs functions related to system wide and regional procurements including review oversight and initiation of procurements. Duties and Responsibilities: - Non-routine assignments are performed under general supervision. - Assists in the development and formulation of procurement plans, policies, procedures and standards applicable to worldwide buying/acquisition functions. - Aids in developing new instructions and standard operating procedures as required and periodically reviews these documents to ensure currency, accuracy, and consistency. - Participates in internal procurement reviews to ensure contract files are in compliance. - Administers procurement technology including contracts databases, SharePoint team sites, requisition/purchase order systems and corporate contracts internet and intranet pages. - Performs procurement-related data analysis and prepares data reports. - Assists in developing lesson plans on various procurement subjects and provides training to associates. Assists and trains contract personnel in the performance of their duties. - Assists with the development of contract language and clauses for services, products, leases and licensing agreements. - Keeps abreast of legal and regulatory changes. - May also serve as Contracting Officer with signatory authority of $1M for Revenue Type Contracts and $500K for Non-resale (expense). - Performs procurement actions for Pre-Award, Award and Post-Award from cradle to grave, including but not limited to: Procurement planning; Source Selection; Large Contracts; Contracting by Negotiation; Cost and Price Analysis; Contract Administration; Terminations and Claims; Simplified Acquisition and Micro Purchase. - Presents NEXCOM's position to Contract Review Board and senior procurement personnel regarding solicitation requirements, proposal analysis, detailed cost and price analysis for determination of fair and reasonable pricing; prepares breakdown and evaluation of merit or offers and makes recommendations for award. - Assist with preparation of correspondence to suppliers, vendors, industry associations, legal representatives, Members of Congress and other governmental agencies and responds to inquiries, protests, disputes, and proposed actions from other concerned NEXCOM elements, higher authority and legal counsel. - Resolves problems in procurement, solicitations, contract formats, schedules, negotiations, awards, modifications and amendments. - Monitors corrective actions required to improve contract effectiveness and to assure compliance with directed requirements. - Meets with industry representatives, individually or collectively, regarding system wide/regional procurements. - Discusses and evaluates industry input and proposes contract requirements. - Develops evaluation factors and criteria for best value procurements. - Composes and develops contract language, proposal abstracts, and clauses for services, products, leases and licensing agreements. - Plans negotiation strategies and coordinates/conducts negotiations with vendor representatives. - Performs post-award contract administration, assists with the preparation of COTR letters of appointment and Contract Administration Plans, and insures contract requirements are met. - Cancels, negotiates changes and terminates contract, as applicable. - Review item description and proper contract schedule to insure maximum competition and regulatory compliance. - Proposes actions to improve procurement process and accomplish a more rapid, economical, effective procurement response. - Participates in development of comprehensive presentations, slides, background material, briefing paper, etc. - Develops training lesson plan on various procurement subjects. - Assist and trains lower level contract personnel in the performance of their duties. - Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. Incumbent may progress non-competitively to a CONTRACT SPECIALIST (POLICY) (LEVEL II) NF04/4C upon the completion of qualification requirements and training; advancement is not permitted with less than 1 year in current position. Qualifications: GENERAL: A 4-year Baccalaureate degree, in any field OR At least 24 semester hours in business disciplines including, accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management. OR Current associates in 1102 series positions on January 1, 2000, will be considered to have met the general requirements for this position. AND SPECIALIZED EXPERIENCE: One year of contracting experience (government or private sector) at the assistant contracting level, that provided the candidate to demonstrate the ability to execute a majority of the following: independently negotiate and award large purchase requirements; prepare and issue request for proposals; demonstrate knowledge of competitive range determinations; independently evaluate proposals and prepare contract action clearance documentation; present case to award large purchases; debrief unsuccessful offeror or independently prepare appropriate documentation to provide debriefing information. Including experience developing and formulating of procurement plans, policies, procedures and standards that affect organizational functions. Job: Contracting
