    Job Overview

    The Technical Writer will serve as the primary documentation specialist responsible for creating, maintaining, and managing all knowledge-based documentation, processes, and procedures for the USPS Office of Inspector General's IT Managed Service Desk Solution and broader OCIO support services. This role requires comprehensive expertise in technical writing, content management, and knowledge systems to support approximately 1,100 end-users across multiple agencies. The Technical Writer will provide essential documentation services that enable efficient service delivery, knowledge transfer, and operational excellence while supporting both Service Desk operations and other OIG areas as needed.

     

    This role is contingent upon contract award, and will be full-time position with hybrid capabilities, based at USPS OIG Headquarters, Arlington, VA with telecommuting permitted upon approval from Operations Manager and COR.

    Primary Duties

    + Design, create, and maintain comprehensive knowledge-based documentation including knowledge repository articles and databases.

    + Develop OIGNEWSLINK Articles for internal communications and organizational awareness initiatives.

    + Create detailed process and procedure documents for Service Desk operations and escalation procedures.

    + Build and maintain online help systems, user guides, and self-service documentation for end-users.

    + Produce white papers, requirements documents, and use cases for technical initiatives and system implementations.

    + Document Tier III escalations and engineering procedures to support knowledge transfer and training.

    + Maintain version control and manage the technical writing repository ensuring accuracy and accessibility.

    + Collaborate with Service Desk staff, engineers, and CIO management to gather and validate technical information.

    + Support knowledge management initiatives across the organization and multiple OIG areas beyond Service Desk.

    + Ensure all documentation meets industry standards and best practices for technical communication.

    + Participate in cross-functional teams to provide documentation support for various OCIO directorates.

    + Conduct regular reviews and updates of existing documentation to maintain currency and relevance.

    + Develop training materials and instructional content to support staff development and customer education.

    + Create visual documentation using diagrams, flowcharts, and process maps for complex technical procedures.

     

    Necessary Skills and Knowledge

    Expert knowledge in technical writing and documentation:

    + Technical writing methodologies and best practices

    + Content management systems and version control

    + Information architecture and user experience design

    + Style guides and documentation standards

    + Multi-format publishing and distribution

    Strong expertise in documentation tools and software:

    + Microsoft Word advanced features and templates

    + Microsoft Visio for process mapping and diagrams

    + Adobe Acrobat for PDF creation and management

    + Content management and collaboration platforms

    + Web-based help systems and knowledge bases

    Proficiency with IT service management documentation:

    + ITIL process documentation and procedures

    + Incident and request management workflows

    + Knowledge base article creation and maintenance

    + User guide development for technical systems

    + Standard operating procedure documentation

    Experience with government documentation requirements:

    + Federal agency communication standards

    + Security classification and handling procedures

    + Quality assurance and review processes

    + Accessibility compliance (Section 508)

    + Records management and retention policies

    Required Qualifications

    + Bachelor's degree in Technical Writing, English, Communications, or related field preferred.

    + Minimum of three (3) years of IT technical writing experience.

    + Excellent writing and editing skills with strong attention to detail and accuracy.

    + Ability to quickly grasp complex technical concepts and translate them into clear, understandable documentation.

    + Proficiency with Microsoft Word, Visio, and Adobe Acrobat.

    + Experience with version control management systems and content repositories.

    + Strong communication and collaboration skills for working with technical teams.

    + Knowledge of industry standards and best practices for technical documentation.

    + Understanding of ITIL processes and IT service management preferred.

    Preferred Qualifications

    + USPS or federal agency experience, particularly with IT documentation and knowledge management.

    + Military veteran status with technical writing and documentation experience.

    + Advanced degree (Master's) in Technical Writing, Communications, or related field.

    + Experience with web-based content management systems and online help platforms.

    + Knowledge of accessibility standards and Section 508 compliance requirements.

    + Experience with multi-agency documentation coordination and standardization.

    + Understanding of Inspector General operations and documentation requirements.

    + Certification in technical writing or content management systems.

    Clearance

    + Ability to obtain and maintain Moderate Background Investigation (MBI) clearance.

    + PIV card eligibility for facility and system access.

    + Compliance with all USPS OIG security protocols and requirements.

     

    Salary Range

     

    + $75,000 - $90,000
