Summary You will serve as a MANAGEMENT AND PROGRAM ANALYSIS OFFICER (SENIOR NSS COMMAND ADVISOR) of SURFACE WARFARE SCHOOLS COMMAND. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption Responsibilities You will instruct staff and students on all facets of Navigation, Seamanship, and Ship handling (NSS). You will serve as principal advisor the SWSC Commanding Officer on all matters pertaining to mariner skills training. You will collaborate with other assigned Senior NSS Mentors and NSST Managers to periodically evaluate mariner skills training in the Surface Force and make recommendations to close training shortfalls and gaps. You will monitor and exercise advisory control over the training ensuring high standards, realistic scenarios, and adherence to Fleet and Type Commander guidance. You will recommend and implement changes that lead to improved at-sea performance in navigation, seamanship and ship handling in accordance with the NSS Training Requirements Document (TRD) and applicable Train-to-Qualify (T2Q) program. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising personnel on mariner skills training; 2) Implementing navigation, seamanship and ship handling training program to advance proficiency; 3) Evaluating navigation, seamanship and ship handling training curricula to ensure compliance with requirements; and 4) Recommending changes to improve navigation, seamanship and ship handling techniques.
