The Division of Administration/Office of State Lands has a vacancy. This job title has an assigned pay grade of AS-620.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in a lands administration field; OR
Six years of full-time work experience in any field plus four years of experience in a lands administration field; OR
A bachelor’s degree plus four years of experience in a lands administration field; OR
An advanced degree plus three years of experience in a lands administration field.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Every two years of experience in land title research, land abstracting, property records management, or real estate will substitute for one year of the required experience.

Job Duties and Other Information
Job Duties:
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.
Consults, advises and assists the Public Lands Administrator in developing and implementing office policies and procedural changes, preparing annual budget requests, drafting and reviewing proposed legislation, researching special projects, preparing special reports and statistical information, etc. relative to the operations of the office.
Coordinates the various requests for support expertise relative to the Section from other Sections of the office, other offices within the Division of Administration, and other Federal, State and local governmental agencies; consults, advises and acts as liaison for the State Land Office relative to land title problems and/or procedures or policies.
Manages the State Land and Building System (SLABS) Inventory Program consisting of a centralized electronic mainframe database and hardcopy title documents for all lands and buildings owned by the State of Louisiana.
Serves as liaison with all state agencies relative to all data within SLABS pursuant to the sale or purchase of state-owned lands and the sale, purchase, construction, or demolition of state-owned buildings.
Manages the performance of special editing and approval functions as a system supervisor for sensitive data fields within SLABS.
Advises and instructs associate personnel in the use, value and procedures of the SLABS system.
Manages the tracking of all pending property acquisitions and informs management of any problems that would adversely affect the State's title.
Manages the interpretation and dissemination of the varied information contained within the historical land title documents on file within the State Land Office including the original source of land title from the Federal and State government for all land in Louisiana (over 27 million acres of land) and all official township surveys performed by the Federal or State government.
Manages the Tax Adjudicated Land Records Program relative to the issuance of all redemption and cancellation certificates, the processing of all land sales for lands adjudicated prior to 1974, the maintenance of all adjudication, redemption, cancellation, homestead and sale documents dating back to the year 1880.
Manages the maintenance of the official originals of all active state mineral lease records/documents.
Manages the Optical Scanning Program of the State Land Office, which provides computerized images of the historical documents and a corresponding text database for computerized indexing and retrieval; provides full-scale reproductions of the documents; and provides plastic lamination and book binding facilities for the office.
Manages the Preservation Program of the State Land Office relative to the repair of historical documents, reconstruction of missing data, and optical scanning.
Assists and informs through written, telephone, and in-person inquiries the general public, oil and gas industry personnel, and the legal, surveying and engineering professions relative to the policies, procedures and requirements of the State Land Office's programs by interpreting the diverse information comprising the office's records.
Confers with the State Attorney General's Office relative to any on-going or potential litigation pursuant to land titles and/or office policies and procedures.
Appears in State and Federal court on suits brought against the State on matters relating to the State Land Office and/or the Division of Administration.
Attends hearings, meetings, conferences, etc. and gives lectures and talks to civic and professional organizations relative to the responsibilities of the State Land Office.
Position-Specific Details:
This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Please note the minimum qualifications, as stated below, require a baccalaureate degree plus three years of professional-level experience in a lands administration field. A lands administration field is defined as experience as a licensed practicing attorney; land appraisal experience as a licensed appraiser; land surveying experience as a licensed surveyor; and land administration or public document administration experience in a professional government position.
PLEASE NOTE: Every two years of experience in land title research, land abstracting, property records management or real estate experience will substitute for one year of the required experience, according to the minimum qualifications provided.
Preference may be given to applicants who possess experience in land title research, land abstracting, property records management or real estate experience. Experience in abstracting title related to surface, mineral and leasehold ownership (oil and gas sector) is preferred.
