About this position:
The Engineer 8 reports to the SLFPA-E Director of Engineering and is responsible for the administration of engineering plans and programs, including engineering construction, surveying, and permitting activities of SLFPA-E. This position provides planning services per the agency's Comprehensive Emergency Management Plan (CEMP) for emergency response to storm, river or tidal events threatening the parishes protected by SLFPA-E.
The incumbent of this position exercises direct supervision over the Engineer 7 and the managers of engineering design, engineering contracts, engineering project management and permits. The Engineer 8 will have indirect administrative supervision over the engineers within the Engineering Department as well as surveying and levee inspections personnel. These direct and indirect responsibilities comprise of a workforce of 12 employees, with a total annual operating budget exceeding $1.9 million, not including state and federal grants.
SLFPA-E's primary mission is flood protection control for Orleans, St. Bernard and Jefferson (East Bank) parishes. This entails extensive design, engineering, and construction for the maintenance of flood control and land reclamation. In addition, the SLFPA-E designs, constructs and maintains earthen levees, floodwalls, floodgates, valves, and complex marine closure structures, as well as maintenance facilities. These improvements are included in the conceptual planning of the SLFPA-E for installations throughout the region. This extensive engineering mission requires sophisticated management, administration and direction of high-level staff engineers and up to a dozen engineering consulting firms (with total staffing of approximately sixty civil, electrical, geographical, mechanical, and environmental engineers) to define long range requirements, project conceptual plans, and determine highly technical final plans and specifications. This requirement includes financial projections and construction budgeting. In addition, current and future construction projects require the close coordination of numerous large engineering and construction firms. Among the major capital construction long range special levee improvement projects are the following: seawall erosion control, levee, floodwall, floodgate, and valve repair, outfall canal erosion control, Lake Pontchartrain Foreshore erosion control, levee lifts, levee recertification for NF I P, pump station maintenance and drainage canal maintenance and repair. The total projected revenue of special levee improvement projects through fiscal year 2024 is approximately $45 million.

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following, which must include two years of experience at the supervisory level or above:
Four years of licensed engineering experience; or
Eight years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
Job Duties:
50%Serve as a senior manager and administrator for the Engineering Department by exercising direct supervision over the Engineer 7, Engineer 6 and Engineer 6 DCL and a Special Assistant. This includes direct supervision of three senior engineers and one senior inspector and indirect supervision of three additional engineers and three inspectors. The incumbent proposes revisions to department rules, regulations, and procedures to meet changes in law or policy. Prepares PES forms as required for supervisors.
20%Formulates current and long-range programs for maintenance and construction of the regional flood control systems for the entire perimeter of the Orleans, St. Bernard and Jefferson (East Bank) parishes, and oversees inspection reports for CPRA quarterly requirement and for the United States Corps of Engineers (USACE) semi-annual report requirements. Directs, supervises, and monitors all planning and engineering project management (construction, maintenance, public works, traffic, and safety). Prepares and recommends state capital outlay funding requests for SLFPA-E projects.
10%Approves engineering designs, plans and specifications prepared by consultants and staff designers. Makes periodic field inspections. Maintains records and prepares required reports/correspondence relative to engineering activities. Prepares monthly Planning/Engineering and Construction Activity Report for the Engineering and Operations Staff Meetings along with backup materials.
5%Confers, coordinates, and meets with United States Army Corps of Engineers (USACE) and other agencies or parties who may be affected by projects. Meets with government officials, private industry individuals, professionals, and citizens, to promote cooperation between the levee districts, government agencies, and private interests. Prepares and coordinates Federal Emergency Management Agency (FEMA) claims from weather events.
5% Selects and assigns staff: identifying staff development needs and arranging for any necessary training. Coordinates work by scheduling assignments and directing the work of subordinates. Supervises subordinates, reviewing and evaluating work, and providing guidance when needed. Conduct staff meetings and conferences with subordinates to discuss operating problems, organization budgeting matters, personnel matters, technical programs, and the status of programs and projects. Develops and monitors budget recommendations for capital outlay, personnel services, equipment, and materials, determining the most efficient and cost-effective use of manpower and other resources.
5% Oversees environmental compliance and training to adhere to DEQ regulations and Sewerage and Water Board (S&WB) MS4 (DEQ permit) storm water co-permittee requirements.
5%Reviews and approves construction plans for permits along the Mississippi River and all hurricane levees.
Position-Specific Details:
Requirements:The incumbent performs any and all other duties or projects as needed or assigned in support of the agency's mission. The incumbent must possess and maintain a Louisiana license to practice professional engineering. In addition, the incumbent must have a minimum of seven years of experience in the supervision of professionals in Engineering Administration including the planning, design, construction, or maintenance of levees and other flood control structures, public works, airports, marinas, or related areas.
NOTE: In emergency situations (e.g. hurricanes, high winds and/or tides, conditions conducive to flooding or other warranting conditions), the incumbent is on-call and shall report for duty if so required. In such cases, the incumbent shall remain on duty until such emergency conditions subside or until released from duty by the proper authority
