Duties and Responsibilities - Describe in detail the specific duties and responsibilities assigned to this position and the percentage of time for each. Indicate the role of this position in accomplishing the unit and agency mission. Time Duties and Responsibilities
Preparation and planning for review activities. Research laws, rules, policies and procedures applicable to the program being monitored. Determine/develop/review methodology, sample selection standards and data collection methods.
Conducts ongoing oversight and review of staff work in a mentor capacity, including review protocols, data spreadsheets, follow-up review activities and special assignments and provides feedback to Quality Management Manager.
Selection of review team members and provision of technical assistance to review applicable laws, rules, policies, procedures and review instrument. Organize and assign team responsibilities. Conduct internal quality control activities to ensure data integrity. Analyze the data and provide a written report addressing findings from the review to include critical issues that affect child safety and offer recommendations to address problem areas or issues.
Completion of various types of desk reviews and on-site reviews to determine compliance with laws, rules, policies and procedures and to assess the quality of services provided to children and their families. Formulates corrective action recommendations to address complex programmatic, management and systemic issues resulting from reviews. Track cases with critical safety concerns and provides oversight of corrective plan updates. Provision of training as needed to Region staff.
Serve as the primary liaison between the QM Unit, Region Program Office, operational staff and the community-based care staff providing contracted child welfare services in the Region.
Participates in the Quality Assurance exchange program for two months during the fiscal year. During this time, will be assigned to work with CPI operations to complete investigations and/or act in a CPI Supervisor role. Performs other related duties as assigned.
Participation as a team member in statewide QM reviews including the federal Child and Family Safety Review (CFSR) component. Provision of timely analysis of reports generated by the Florida Safe Families Network (FSFN) and other departmental information systems to assess Region performance on key indicators and outcome measures. Identify potential problem areas and take appropriate follow-up action.
Participation in regularly scheduled county-wide Child Fatality team staffings and agency specific death reviews. Collect and analyze data to be entered into the statewide child death database. Performing special review activities as requested by the state child death review coordinator, the Director of Child Welfare/CBC or the Secretary of the Department.
Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge, skills and abilities as
required for Family Services Specialist as specified on the Family Services Specialist class specification. Knowledge of family safety
and preservation. Knowledge of theories and practice of child protection, counseling, social work, investigations and family
assessments. Knowledge of methods of compiling, organizing, and analyzing data. Knowledge of basic management principles and
practices. Skill in child protection, counseling, social work, investigations and family assessments. Ability to develop methods for
monitoring and evaluating quality of service and compliance with rules, policies and statutes. Ability to review and evaluate plans and
programs. Ability to identify improvements and adjustments needed to insure program effectiveness and efficiency. Ability to establish

to organize data into logical format for presentation in reports, documents and other written materials. Ability to conduct fact-finding

MINIMUM QUALIFICATIONS
A bachelor’s degree from an accredited college in a social science related field is preferred, to include but not limited to, psychology, sociology, counseling, social work, human development, and human resources. Experience in training and development preferred. Working with systems of care serving vulnerable persons is a plus.
