Reporting to a Director, Community Benefits and Community Relations (CBCR) at Beth Israel Lahey Health, the Manager, Program Design and Evaluation plays a crucial role in developing and ensuring the effectiveness and impact of CBCR programs by designing, implementing and evaluating initiatives to ensure optimization of CBCR resource investments. Working across eleven hospitals, this role involves developing evaluation plans, collecting and analyzing data, and providing actionable recommendations to improve program outcomes, informing future planning, building and spreading the evidence-base and best practices. The Manager, Program Design and Evaluation collaborates closely with the CBCR team and other stakeholders to ensure program design and evaluation aligns with BILH goals and priorities, and fulfills municipal, state and federal regulatory requirements. This individual conducts the Community Health Needs Assessment for eleven hospitals and designs Implementation Strategies focused on adopting evidence-based strategies and best practices to maximize impact and the Social Return on Investment (SROI). She/He/They is responsible for designing programs, developing metrics, and training stakeholders, developing reports and dashboards on impact and outcomes, and evaluating initiatives for sustainability, spread and impact. They will ensure integrity of data collection, conduct data and program analysis, analyze and evaluate programs and data, and apply quality improvement methods to internal and external operations.
This position will be remote/hybrid, requiring onsite presence in Charlestown, MA at least one day per week.
Job Description:
Essential Duties & Responsibilities including but not limited to:
1. Develops, implements, tests and spreads evidence-informed/based programs that align with BILH strategic goals and priorities. Responsible for timeline, budget, activities such as grant-making, program launch and monitoring progress, making adjustments, as needed. Provides technical assistance and works with stakeholders to ensure program alignment and buy-in. Responds to inquiries from stakeholders with a solutions orientation to provide timely answers to questions regarding program design and implementation and assess areas for further clarification/refinement
2. Develops, implements, manages and monitors BILH Community Benefits and Community Relations evaluation plan, including key performance indicators (KPI), logic models and theories of change, to inform BILH and hospital strategy, programming and resource allocation decisions and fulfillment of regulatory requirements. Identifies areas for program and operational improvement and develops recommendations
3. Supports CB/CR database design development, data mining and analysis, grant-making, grant tracking/reporting, impact measurements for all applicable programs. Designs and supports training on Community Benefits Database, as needed, as it relates to department data needs, program design and implementation and BILH priorities.
4. Defines and monitors metrics to adhere to and comply with Community Benefits federal, state, and local regulatory and reporting requirements for BILH and all BILH hospitals, including but not limited to measuring impact of programs including the Social Return on Investment (SROI)
5. Advises and establishes CBCR programs on goal setting, indicators, evaluation methods, metrics, and data. Assesses the efficacy of programs in order to help prioritize the allocation of resources and set goals. Creates and maintains a menu of evidence-informed/based strategies for use by the CBCR team
6. Designs and manages the Community Health Needs Assessment (CHNA), prioritization and community engagement processes for all BILH hospitals. Designs the Implementation Strategies (IS), building and spreading the adoption of evidence-based strategies across all hospitals and monitoring for completion. Facilitates compliance with all Federal, State, and local regulatory requirements, reporting and filings for all BILH hospitals
7. Analyzes quantitative and qualitative data using appropriate statistical and analytical techniques. Ensures data quality and integrity and maintains accurate and organized program and data records
8. Selects, manages and provides oversight of independent evaluators
9. Develops, compiles, maintains and monitors regular dashboards for BILH Community Benefits and Community Relations. Synthesizes data analysis into clear, relevant, and visually appealing materials that can be used by internal and external diverse stakeholders to make strategic decisions. Prepares reports and presentations to communicate program design efforts and evaluation findings, including recommendations
10. Supports behavior change to encourage the adoption of new practices related to program design, planning, and implementation across the CBCR department.
Minimum Qualifications:
Education: Bachelor’s degree required. Master’s degree preferred;

Experience:
• 5-8 years’ program design and evaluation with management experience or an equivalent combination of education and relevant experience
• 3 years’ management or demonstration of progressive leadership; Experience conducting Community Health Needs Assessment (CHNA) and conducting program evaluation
• Strong program planning and design skills. Previous experience designing and evaluating community health programs, including knowledge of relevant program theories and frameworks such as but not limited to logic models, outcome evaluation and theories of change.
• Comfortable working knowledge of multiple research methods and evaluation approaches
• Strong understanding of health care systems, community-based organizations and policy, including understanding of common healthcare and public health intervention and evidence-based/informed approaches.
• Grant experience, including proposal development, grant writing, and grant making and grant management
• Project management and documentation experience
• Experience working and developing solid relationships with diverse stakeholder groups
• Experience with MS Word, Excel, PowerPoint
Skills, Knowledge & Abilities:
• Must be a critical thinker who can successfully troubleshoot and solve problems.
• Outstanding analytical, oral and writing skills. Proven ability to quickly understand complex challenges and propose solutions in organized, articulate concept papers, reports, and proposals.
• Excellent organizational skills with a willingness to assume responsibilities and take initiative; ability to be a team player
• Ability to manage multiple projects effectively and prioritize tasks
• Proficient quantitative and qualitative data analysis (e.g., SPSS, Excel, R) and evaluation skills
• High attention to detail and ability to contribute to multiple projects effectively and independently
• Ability to communicate clearly about complex data topics, including both written and verbal communication
• Ability to demonstrate excellent work with minimal supervision
• Ability to show initiative and be proactive in recommendations
• Ability to mentor and guide other staff members
Preferred Qualifications & Skills:
• Process improvement; Creative, tenacious, and diligent with a strong sense of curiosity. Knowledge of Massachusetts Attorney General’s Office, MA Department of Public Health, NH Charitable Trust Unit and Internal Revenue Service Community Benefits regulatory requirements.
