    The Title I-A Coordinator responsibilities include providing leadership, training, and technical assistance to LEAs with Title I-A Targeted Assistance and/or Schoolwide programs. The purpose of Title I-A is to provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps.

     

    The Title I- Coordinator reports to the Federal Programs Director. This position requires the ability to exercise independent judgment and initiative, and possess strong organizational, communication, and leadership skills. This is a full-time position serving under an appointment of the State Superintendent of Public Instruction.

    RESPONSIBILITIES:

    + Interpret Title I-A law and guidance under Every Student Succeeds Act (ESSA) of the Elementary and Secondary Education Act (ESEA) and Federal Regulations regarding Title I-A.

    + Provide statewide assistance to LEAs receiving Title I-A funds.

    + Review, approve, and provide technical assistance to LEAs on the annual Consolidated Federal and State Grant Applications (CFSGA) for Title I-A.

    + Provide support and technical assistance on the Schoolwide/Improvement Plan (SWIP) process, which includes providing training, technical assistance, and document tracking.

    + Research effective practices and provide technical assistance and training to LEAs on the implementation of Title I-A Targeted Assistance and Schoolwide programs.

    + Conduct Federal Programs monitoring for Title I-A annually.

    + Collect and analyze data annually through the Title I-A Annual Performance Report (APR) application for all LEAs with a Title I-A school.

    + Collect, interpret, and analyze Title I-A data for use in program planning as required under state and federal law, including in the Consolidated State Performance Report (CSPR).

    + Work with US Department of Education, including completing surveys and reports, and participating in check-in calls and meetings.

    + Provide input in the development of the Title I-A budgets, and track expenses regularly with the Fiscal Specialist, Principal.

    + Facilitate Title I-A Committee of Practitioners.

    + Prepare and deliver training, presentation, and professional development related to Title I-A Programs.

    + Coordinate and work with the Assessment Statistician for the annual selection of National Blue Ribbon School nominees and ESEA Distinguished School awards.

    + Collaborate with SDE staff across departments and Federal Programs staff to coordinate and bridge resources, knowledge, and experiences to better align services to districts and schools.

    + Attend and participate in state, regional, and national Federal Programs related work groups and activities.

    MINIMUM QUALIFICATIONS:

    + Bachelor’s degree from an accredited college or university.

    + Minimum three years in K-12 public education as a teacher or an administrator.

    + Experience with program management, planning, and coordinating programs and projects.

    + Experience interpreting federal and state laws, rules, regulations, and policies and advising on their requirements.

    + Ability to manage budgets and track expenditures in accordance with federal or state requirements.

    + Must have the ability to communicate well, orally and in writing.

    + Must have strong interpersonal skills and abilities to work effectively as a member of a team, promote Idaho Department of Education and Federal Programs team goals and maintain a positive team climate.

    + Must have strong organizational skills and ability to manage multiple projects.

    + Must be proficient in basic technology applications (e.g. Microsoft Word, Excel, PowerPoint; online search engines; mobile communication, etc.).

    ADDITIONAL DESIRED QUALIFICATIONS:

    + District and/or school level experience in administering Title I-A programs.

    + Current endorsement in teaching and/or administration.

     

    PHYSICAL REQUIREMENTS: (with or without reasonable accommodation)

    This position requires the ability to perform the following physical and job-related tasks:

    • Operate standard office equipment such as a computer, telephone, copier, and scanner.

    • Perform general administrative duties including typing, filing, answering phones, processing paperwork, and assembling office materials.

    • Read, review, and process both printed and digital documents.

    • Navigate websites and online systems; identify and respond to safety concerns; greet and assist visitors.

    • Maintain focus and attention to detail for extended periods.

    • Understand, communicate, and follow through on program support tasks and responsibilities.

    • Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time.

    • Approximately 10% of time is spent standing, walking, bending, or kneeling.

    • Occasionally lift items, typically weighing under 5 lbs., and occasionally up to 20 lbs.

    TRAVEL REQUIRED:

    This position requires approximately 20% travel time throughout the state for training and monitoring.

    Vesting in the Public Employee Retirement System of Idaho (PERSI): All employees of the Idaho Department of Education are non-classified. They are appointed by the elected official and serve at the pleasure of the elected official. As such, employees working at a non-classified agency are considered vested in the PERSI retirement system after five (5) consecutive months of service, versus five (5) years of service at a classified agency.

     

    Tuition Fee Waiver: All Idaho Department of Education employees in permanent full-time positions may register for instructional courses during any academic period, at any participating state funded institutions of higher education, for a $20.00 nonrefundable registration fee per semester and $5.00 per credit hour charge.
