Summary You will serve as a REALTY OFFICER in the Real Estate Business Line of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. Responsibilities You will serve as Real Estate Contracting Officer and Senior Level III Real Estate Contracting Officer in the Pacific Area of Operations to execute real estate transactions – acquisition, management, and disposal of real property. You will supervise, advise, coach and mentor realty specialists, interns, land surveyor/cartographers, and appraiser to manage Real Estate Division at NAVFAC Pacific. You will provide implementing guidance to Pacific AO real estate community regarding policy and legislative change affecting real estate in cooperation with Command Counsel. You will serves as the technical resource and subject matter expert for other Business Lines, Product Lines and Support Lines (financial, legal, and environmental) within NAVFAC Pacific AO. You will direct community management (training, succession management, organization stability) initiatives for NAVFAC Pacific and Pacific Area of Operations Facility Engineering Commands (FECs) in coordination with NAVFAC HQ and NAVFAC PAC. You will develop the resource management plans (Resource Allocation for Mission, SIOH, and reimbursable fund sources) and analyze workload trends You will interface with senior resource sponsors and supported commands at the Echelon II level. You will manage Internal Management Controls for Real Estate assessable unit and conducts IG and Assist Visit inspections for real estate processes, products and resources for commands in PACIFIC AO. You will plan and direct real estate functions/programs such as acquisition, management, and disposals. Leads specialized programs such as cadastral and appraisal programs, following Financial Improvement and Audit Readiness and Inventory processes. You will ensure data completeness, accuracy and quality in Inventory Res/eProjects. You will manage AM1 mission and reimbursable funds to ensure jobs are executed on time and within budget. You will Assist Headquarters AM1R with establishing policies, processes, and training programs for entire Real Estate Community. Serves on Corporate Working Groups. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying mastery of real estate principles, policies, and methodologies for the acquisition, management, and disposal of real property across a large geographic area; 2) Planning, managing, and overseeing the execution of highly complex and controversial real estate projects that require complicated negotiations and resolution of conflicts in policy and program objectives; 3) Ensuring Department of Defense (DOD) policies and procedural guidance are followed in handling the acquisition, management, and disposal of real property and related personal property; and 4) Working on complex US Government and commercial real estate issues concerning financing terms, legal issues, development processes, bankruptcy and foreclosures, and local land use policies in order to negotiate with private owners or developers and discuss proposed projects with public officials.
