Responsibilities:
TARGET SALARY RANGE: $250,000 – $300,000 Annually
The Associate Vice President for Procurement will provide overall organizational leadership for all strategic sourcing, contracting, and procure-to-pay functions for the University of Rochester, including the university’s academic units and its health system. The AVP of Procurement will work closely with other senior leaders to align procurement strategies with overall business objectives, driving efficiency and innovation in the procurement process.
ESSENTIAL FUNCTIONS
+ Provides strategic sourcing leadership for all service lines, including, but not limited to, medical-surgical, complex physician preference items, pharmacy, the group purchasing and aggregation group relationship, purchased services, information technology, facilities management, capital equipment, and any other general goods and services.
+ Develops and fosters effective collaboration throughout the University of Rochester and functions as an effective liaison and intermediary between Procurement and Supply Chain and all department leads and administrators, physicians, university entity and health system leadership, and the various academic and clinical departments who are primary stakeholders.
+ Leads strategies to enhance market share and improve overall performance relative to the university’s purchasing metrics.
+ Serves as the executive-level procurement leader responsible for reducing operating expenses, achieving effective utilization and quality goals and objectives, and analyzing and utilizing information to develop and support management decisions.
+ Effectively communicates key information to the stakeholders of service areas with respect to contracting, cost management, and customer-focused programs and services.
+ Acts as a key contributor and leader in the university’s governance structure for Procurement and Supply Chain.
+ Develops and implements a global procurement strategy that aligns with the university’s overall business objectives and supports enterprise growth.
+ Transforms and optimizes the organizational structure of the Procurement department, resource utilization and operational and business processes with the procure-to-pay system to enhance efficiency.
+ Manages, in collaboration with health system finance and supply chain leaders, the university’s relationship with the GPO and manages compliance under GPO contractual arrangements, optimizes market share opportunities to leverage tier pricing, and realizes cost savings opportunities.
+ Analyzes market trends, supplier performance, and industry developments to identify opportunities for strategic sourcing.
+ Collaborates with academic and clinical stakeholders, hospital operations, and supply chain teams to forecast purchasing needs, strategically source goods and services, and reduce costs.
+ Transforms and optimizes the supplier onboarding process to create an efficient integration of new suppliers into the organization’s supply chain. Leads the comprehensive development and execution of supplier RFPs, including defining requirements and evaluating proposals.
+ Leads the negotiation of contracts with key suppliers to secure favorable terms, pricing, and delivery schedules.
+ Establishes and maintains strong relationships with suppliers, ensuring high-quality standards and reliability in supply. Monitors and reports on purchasing metrics to assess performance and identify areas for improvement.
+ Establishes and enforces compliance policies and procedures to ensure procurement activities align with legal, state, and federal contracting requirements, regulatory requirements, and organizational standards.
+ Oversees the team responsible for purchasing, providing mentorship, and guidance to develop their skills and capabilities.
+ Directly supervises staff, sets priorities, and oversees workflow to ensure high-quality results. Participates in interviews, approves hiring decisions, provides training and ongoing supervision, addresses personnel issues and actions, and conducts performance reviews. Fosters a culture of accountability and excellence within the procurement team.

MINIMUM EDUCATION & EXPERIENCE
+ Bachelor’s degree in business, Supply Chain Management, or related field.
+ 10+ years of experience in procurement or supply chain management at a health system or academic medical center. Experience with Vizient (GPO)/Captis desirable.
