The Integrated Mobility Division (IMD) administers state and federal funds for public transportation, bicycle, and pedestrian programs and provides subject matter expertise related to multimodal transportation planning, innovation, technology, and emerging mobility trends. IMD’s core mission is to provide leadership for safe, affordable, and innovative multimodal transportation throughout North Carolina. IMD’s goals include eliminating transportation barriers, ensuring equal access to opportunities for all North Carolinians, enhancing quality of life by providing safe multimodal transportation choices, and ensuring safety for all road users.
This position is responsible for providing technical assistance with regards to multimodal transportation, planning studies, assistance to local and regional governments and coordination with regional planning organizations (RPOs, MPOs) and public transportation systems within a specific geographic assignment area. The assignment area will include a 25-county region in North Carolina with both urban and rural elements and will require regular coordination with metropolitan and regional planning organizations (MPOs, RPOs) and local transportation groups. Specific areas of responsibility are providing planning assistance, communicating IMD programmatic guidance and updates on IMD activities, and implementation of activities related to federal and state planning programs. Key responsibilities may include: administering multimodal/bicycle/pedestrian/transit plans, management and/or conducting planning projects for local governments and transportation systems, assisting with technical research projects, creation of planning best practices, project presentations and updates, quarterly report review and tracking, understanding federal and state program areas. This employee works under the supervision of the Regional Planning Manager in the Planning and Programming Section.
Additionally, the position will require regular travel throughout the assigned region for partner and stakeholder engagement and occasional presentations to elected bodies and officials. This selected candidate may work in the Transportation Building in RaleighOR at a DOT facility agreed upon by IMD and the Division of Highways Division Engineer in a county of the assigned region.

+ Demonstrated ability to concurrently manage multiple planning and research projects and studies.
+ Demonstrated ability to direct, organize and oversee the activities of consultants and research partners.
+ Demonstrated ability to communicate effectively in written and oral formats and establish and maintain effective working relationships with a range of state, federal and/or local officials.
+ Demonstrated ability to represent the Division at various committee and board meetings and give public presentations on behalf of the work of the Division.

Master's degree in urban and regional planning, transportation planning, engineering, business administration, or economics from an appropriately accredited institution and one year of experience in transportation or community planning; or, Bachelor’s degree in urban and regional planning, transportation planning, engineering, business administration, or economics from an appropriately accredited institution and three years of experience in the collection and analysis of economic and social data and information, one of which must have been related to transportation or community planning projects; or an equivalent combination of education and experience.
