American Water is currently seeking a Manager, Health & Safety Programs to join our Indiana team! In this role you will be responsible for managing the health and safety program and supporting sytems and databases to reduce injury and illness frequency in accordance with established conpany strategy. LI-RB33 _*Primary Role*_ Direct and coordinate technical ORM duties as well as manage Enterprise wide Health and Safety Programs, Systems Development, Near Miss Programs, Job Safety Analysis, and Computerize Safety Enterprise Systems, which will be implemented by way of company-wide Ops and INAW. Responsible for managing the health and safety program and supporting systems and databases to reduce injury and illness frequency in accordance with established company strategy, goals and targets. Program activities also assure compliance with Federal Occupational Health and Safety (OSHA) regulations, State OSHA regulations, Federal and State Environmental Protection Agency (EPA) programs, Department of Transportation regulations as applicable and local regulations when they apply. Accountable for the performance and results of employees within a departmental area. Make decisions that are guided by and interpreted through policies, procedures and business plan. Directly performs health, safety, emergency response, business continuity and some environmental (e.g. Risk Management Plan (RMP), Indiana Toxic Prevention Catastrophe Act (IN TCPA) duties that includes technical direction for state based safety staff, implementation and execution of companywide safety programs, providing technical content for health and safety training, inspecting/auditing, development of safety awareness/recognition programs, behavior based safety programs and activities, safety practices and procedures, accident investigations with root cause analysis and corrective actions, selection and implementation of computer based data bases and programs, database management, recordkeeping and medical surveillance. Develops and manages OPEX and CAPEX budgets to support these programs. Maintains records, supporting systems and associated metrics for safety performance and prepares periodic reports as required by regulation or AW. Supports the Claims Center of Expertise by providing investigation and incident analysis for workers’ compensation issues. This position will direct technical duties of state staff and work closely with other ORM staff to execute consistent AW programs. Interfaces with all levels of management in order to assure that programs are carried out in accordance with company policy, practices, goals and targets. This position will support Service Company Operations, INAW and companywide safety programs. _*Key Accountabilities*_ * Contribute to development of strategic Health and Safety goals and objectives, including organizational rollout of these plans. * Provide recommendations for, and implement and maintain, enterprise wide health and safety systems. * Develop and implement programs that drive operational leadership accountability to ensure compliance with AW requirements, as well as applicable federal, state and local regulations. * Drive execution of strategic initiatives. * Represent the organization in community or industry safety groups and programs Indiana Utilities Association (INUA), American Society of Safety Engineers (ASSE), National Safety Council (NSC), American Industrial Hygiene Association (AIHA), etc., * Maintain safety and health records, along with conducting gap analysis and audits of existing safety and health processes. * Manage medical surveillance and exposure related programs including respiratory protection, hearing conservation. * Develop and manage budget process and approve expenditures necessary for completion of projects and/or programs relating to safety. * Facilitate and coordinate with ORM teams on Event Management for emergency response activities. * Provide ergonomic assessments and support in both office and operations environments. * Manage CDL programs to assure compliance with DOT requirements. * Maintain DOT CDL license programs. * Manage and maintain non-water state environmental programs including Risk Management Plan (RMP) and IN TCPA. (30%) * Formulate safety, health, and emergency practices and safe work procedures in compliance with local, state, federal rules and regulations, and best practices. * Coordinate and assist districts and locations in the implementation of safety programs (25%) * Provide technical content as a subject matter expert for safety and health training programs. * Deliver ORM and health and safety training to employees on required topics. * Manage health and safety training records for State operations. * Identify and analyze injury history in order to develop and initiate training programs which will target reduction in incident rates and workers compensation losses. (15%) * Conduct hazard assessments through inspections, safety audits, and other recognized methods identify root causes and provide recommendations on corrective or preventive measures, where indicated. * Assist with incident investigations and hazard identifications for use within the company and outside agencies. * Consult with all departments on design and use of equipment for incident prevention and safety. * Lead or assist in OSHA, EPA-RMP or other regulatory inspections.
