    The Program Coordinator, for the Portland Bureau of Environmental Services (BES) Revenue Programs Section, performs skilled, professional duties in the design, implementation, and monitoring of stormwater and sewer initiatives in support of the Bureau's storm sewer billing and financial assistance programs. This position administers the Clean River Rewards program, the City's stormwater utility discount program, the GreenBucks program, the City's stormwater donation fund, Treebate, the City’s rebate for planting trees on private property, and the sewer Safety Net Loan program, the City’s financing program to enable private property to connect to public sewer.

     

    The Program Coordinator is responsible for working with stormwater technicians who evaluate private property drainage characteristics and consulting with industrial stormwater permit managers to determine the appropriate utility discount. The Program Coordinator is also responsible for working with sewer engineers who evaluate private property sewer configurations to determine the appropriate resolution for a nonconforming sewer.

     

    The position responsibilities include speaking with stormwater and sewer various stakeholders about stormwater discounts or sewer connection financing; overseeing discount registrations, donation distribution, rebate postings and loan processing; evaluating and reporting on program effectiveness; providing program information to BES finance to assist with annual ratemaking; and interpreting and amending program policy to ensure consistency with BES policy. The position is also responsible for developing content for outreach materials and meeting community partners to provide technical support, and coordinating equity-related work with partner Bureaus.

     

    This position is focused on delivering an excellent customer experience and includes a strong commitment to coordinating with other City bureaus and collaborating with community-based organizations on program improvements. Knowledge and experience applying stormwater best management practices and/or public sewer connection requirements are desired but not required.
