Summary You will serve as a MANAGEMENT & PROGRAM ANALYST (Acquisition Support Analyst Prototype, Manufacturing and Test Department) in the Research & Engineering Group, Naval Air Warfare Center Aircraft Division of NAVAIRWARCENADLKE. Responsibilities You will develop, review, and manage maintenance, service, and acquisition contracts for PMT; monitor performance, track deliverables, and ensure compliance with quality and timeline requirements; manage modifications, option years, and renewals. You will collaborate with technical staff to forecast procurement needs; conduct market research, prepare Statement of Works (SOWs), Justification and Approvals (JAs), and Independent Government Cost Estimates (IGCEs). You will advise on needed improvements within the organizational structure, functional assignments, and procedures to improve the efficiencies and effectiveness in mission accomplishment. You will coordinate with Procurement Contracting Officers, Contract Specialists, contractors, Original Equipment Manufacturers, logistics, and test personnel; Evaluate proposals and facilitate selection processes as needed. You will track obligations and expenditures; collaborate with finance on fund certifications; monitor and process invoices through Wide Area Workflow to ensure timely acceptance and payment in accordance with contract terms and funding compliance. You will procure custom tooling, fabricated parts, and specialized services; manage equipment leases, calibration services, maintenance contracts, and on-site support. You will prepare Request for Quotes (RFQs), Request for Proposals (RFPs) in accordance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Generating and coordinating required acquisition documentation, including Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), Market Research Reports, and Acquisition Plans. 2) Validating invoices, verifying labor hour utilization, tracking expenditures, and providing performance feedback to Contracting Officers. 3) Serving as the primary liaison between the government and contractor personnel to resolve performance issues, initiate contract modifications, and ensure that mission-critical work continues without disruption. 4) Managing and tracking contract requirements, supporting contract modifications, maintaining deliverable schedules, and working closely with Contracting Officers to ensure compliance with contractual obligations and timely execution. 5) Assisting long-range acquisition planning and business strategies, while identifying assigned program(s) major subsystems, components, equipment, and services to be acquired by contract.
