Job Summary:
The MassHire Accountant is the primary accountant responsible for developing and maintaining a financial management system for the MassHire Merrimack Valley Career Center (MMVCC). The system must capture and track all revenues and expenditures, adhere to all reporting requirements of multiple funding sources, provide timely reports to the Executive Director, create budget projections, and make recommendations that enable the MMVCC management team to anticipate and address potential revenue and expense challenges.
Since Greater Lawrence Community Council Action (GLCAC) is the administrative operator of the MMVCC, the Accountant will work closely with GLCAC Fiscal Staff to ensure that all Career Center fiscal activities are executed in conjunction with and to meet the requirements of GLCAC budgetary and administrative systems.
The accountant will communicate and collaborate with MassHire Merrimack Valley Workforce Board Fiscal Staff to ensure that systems and activities meet the requirements of state and federal funding sources.
Essential Functions/Key Responsibilities:
+ Collaborate with Massachusetts Department of Career Services (DCS) partner staff to budget and report on revenue that goes into the MMVCC from that source.
+ Complete timely MMVCC monthly and year-end financial close processes and other required financial reporting mechanisms.
+ Execute and manage all MMVCC scale activities utilizing the college's financial (Banner) and budget software systems.
+ Examine and process assigned contracts and grant awards/amendments for compliance with college policies &procedures and applicable laws, rules, and regulations.
+ Analyze expenditure patterns to make recommendations or take appropriate action to control spending Ensure that all expenditures conform to the policies and procedures required by the funding source, the Board, and GLCAC.
+ Conduct scale review of purchase orders and reimbursement requests to ensure allowability and allocability of expenses and manage the scale monitoring audit done yearly by the MassHire Merrimack Valley Workforce Board.
+ Identify and resolve any budget issues to ensure adherence to contracts and policies
+ Communicate regularly with the MMVCC Director, the management team, the GLCAC scale staff, and the Workforce Board.
+ Analyze MassHire accounting, grants, budgets, and information, conclude, and make appropriate recommendations for changes or improvements in accounting and fiscal management procedures, as necessary.
+ Initiate, generate, and maintain an online library of all scale-related work products.
+ Assist with maintaining the MMVCC property log and inventorying property and equipment annually.
+ Maintain necessary technical knowledge and certifications through training, workshops, and by reading professional publications, as needed or directed.
+ Must complete a CORI & SORI background check within the first thirty (30) days of employment.
Skills & Qualifications:
+ Bachelor’s degree in Accounting, Business Administration, or related field. An associate’s degree may be considered as having significant experience.
+ Prior experience with payroll, budgeting, and year-end closing processes is required.
+ Strong accounting skills and experience in financial management, including creating budgets and tracking revenues and expenses for multiple funding sources.
+ Ability to work occasional weeknights and weekends to meet deadlines or project demands.
+ Ability to work across GLCAC locations or remotely, as organizational needs require.
+ Accounting experience in a nonprofit or government setting is highly preferred, particularly with state and federally funded programs and grants.
+ Knowledge of Workforce Development Systems and experience working with related programs, particularly in financial reporting and management, is highly desirable.
+ Ability to work effectively with and meet the needs of people from a diverse range of backgrounds, cultures, and identities, including underserved communities and people from the different racial groups, socioeconomic statuses, nationalities, and languages that make up GLCAC’s clientele, to support the agency’s mission of building a more diverse, equitable and inclusive organization for employees and clients alike.
Supervisory Responsibility: None.
Work Environment: This job operates in a professional office environment and uses standard office equipment, such as computers, phones, photocopiers, filing cabinets, and fax machines. This job regularly requires the employee to sit, walk, and stand, as well as use hands repetitively to handle or operate standard office equipment. The employee is occasionally required to kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
