    The State Maintenance Operations Unit is responsible for developing and formulating uniform maintenance policies and procedures for statewide implementation throughout the Division of Highways field operations. This function includes standard disaster reporting and accounting policies. During a natural (such as hurricanes and snowstorms) or manmade disaster, the State Maintenance Operations Unit becomes the main point of contact for the Chief’s Office, the affected divisions, North Carolina Emergency Management (NCEM), Federal Emergency Management Agency (FEMA), and Federal Highway Administration for all policies (FHWA), procedures and decisions regarding storm clean up and reimbursement. This unit also provides mapping, road inventory data, training, engineering expertise, research, product evaluation, funding, mapping services and administrative guidance to the field maintenance forces of approximately 6,000 of which are spread across the 14 highway divisions. This position will administer NCDOT’s response and recovery program by advising NCEM, FEMA, FHWA and local government officials on NCDOT’s policies regarding disaster response, recovery, and debris removal policies. Coordinates with the Chief Engineer’s Office, Fiscal section, and field divisions to manage storm specific FEMA requirements. Conducts field inspections with NCEM and FEMA/FHWA on individual disaster sites answering questions about repairs made. As onsite coordinator/liaison for NCEM, FEMA, FHWA, this position needs knowledge of site conditions, field materials and equipment. Reviews all disaster policies and procedures to ensure compliance with statewide maintenance policies and best management practices, including environmental policies. Aids and delivers a variety of training courses as needed to improve adherence to policies. Negotiate reimbursement from federal agencies in declared events. Represents NCDOT at all disaster briefings and meetings. Helps with the Outdoor Advertising Program and other state and federal programs assigned to the Federal and State Programs team. Other duties as assigned.

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
