    About our opportunity:

    The City of Asheville is seeking an experienced Building Safety professional to join the Development Services team as a building safety inspector. The ideal candidate would have a strong construction background in the building, plumbing, mechanical and /or electrical trades. Code Enforcement Officials are responsible for enforcing codes and regulations for commercial and residential construction projects.

     

    The City of Asheville’s Development Services Department is composed of a team of dedicated professionals who stay committed to the City Council’s goals. The Inspections division completes over 36,000 inspections per year. Our approach focuses on compliance, rather than enforcement, in an effort to remain effective, efficient, consistent, responsive and a solution-oriented organization. The ideal candidate for this position will have knowledge and experience with North Carolina codes, excellent written and oral communication skills, computer skills and excellent interpersonal skills.

    What you’ll be doing:

    + With a concentration of building, plumbing, mechanical and/or electrical certification by the NC Code Officials Qualifications board

    + Inspects commercial and residential construction for compliance with National Electric Code, NC Building Code, Plumbing Code, Mechanical Code and Energy Conservation Code.

    + Performs foster care home inspections and complaint inspections

    + Schedules and performs inspections. Enters results into Acella and retrieves necessary information

    + Notifies property owners of specific code or ordinance violation and assists them with specifications for violation correction

    + Consults with contractor on job sites to go over work in progress

    + Meets with plans reviewers and supervisors to resolve problems

    + Attends continuing education classes

    + Maintains vehicle and equipment

    Supplemental Functions:

    + Performs other similar duties as required

    About you:

    We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered :

     

    + High school diploma or equivalency supplemented by vocational course work and /or special training in building, plumbing, mechanical and /or electrical inspections, AND

    + At least three (3) years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

    SPECIAL REQUIREMENTS:

    + Possession of a certificate from the North Carolina Code Officials Qualification Board at a level specified by the City and State for area(s) of inspection.

    + Possession of a valid driver’s license issued by the State of North Carolina

    AREAS OF CERTIFICATION:

    + Electrical, building (includes energy insulation), mechanical, plumbing and fire.

    + Level 1,2 OR 3 Building, Plumbing, Mechanical and /or Electrical Certifications means a probationary (converted to standard within one (1) year for primary trade and 3 years for secondary trades) or Standard certifications as issued from the North Carolina Code Officials Qualifications Board.

    + Limited certification applies only to employees currently in position. New employees must hold stated probationary certification within 30 days of start and stated standard certifications within one (1) year for primary trade and 3 years for secondary trades.

    $23.59 – $26.00 per hour Depending on qualifications and experience.

    Code Enforcement Officer I - $23.59-$35.38

     

    Code Enforcement Officer II - $24.76-$37.15

     

    Code Enforcement Officer III - $26.00-$39.00

     

    Code Enforcement Officer IV - $27.30-$40.95

     

    THIS IS A GENERAL POSTING FOR A BUILDING SAFETY INSPECTOR. DEPENDING ON CERTIFICATIONS HELD, THE POSITION OFFERED MAY BE BUILDING INSPECTOR, PLUMBING INSPECTOR, MECHANICAL INSPECTOR AND/OR ELECTRICAL INSPECTOR.

     

    ** The City of Asheville’s dynamic career progression plan for inspectors provides 2% increases for each standard certificate achieved. An applicant with current standard certificates will have an adjustment to the starting salary based on number of certificates.

    + Comprehensive understanding of the field and application of advanced principles, techniques and theory.

    + Considerable knowledge of modern electrical, building , plumbing, mechanical, and fire construction practices, materials and equipment of the various stages of construction when violations and defects should be observed and corrected.

    + Considerable knowledge of state and local ordinances and codes administered through the Division applicable to the inspector’s area of certification.

    + Considerable knowledge of the approved methods and practices involved in the installation, construction, repair and maintenance of a variety of electrical and mechanical equipment

    + Working knowledge of the geographical layout of the City.

    + Ability to detect and locate defective workmanship in construction or repair of buildings.

    + Ability to interpret blueprints, diagrams, specifications, codes and building regulations.

    + Ability to deal tactfully and firmly with property owners, architects, engineers, developers, contractors, the general public, etc.

    + Ability to physically maneuver on scaffolds, structural members and in cramped quarters to accomplish thorough inspections.

    + Ability to establish and maintain effective working relationships as necessitated by work assignments.

    + Ability to read and understand basic workplace data, such as simple forms, tables, graphs, schedules, etc.

    + Ability to conduct research of existing, internal policies and procedures.

    + Ability to compile data into a formal report or recommendation shared with others and often verbally presented.

    + Ability to think creatively with work practices or program improvement.

    + Ability to communicate effectively in spoken and written form.

    + Ability to research program documents and narrative materials, and develop reports from information gathered.

    + Ability to analyze situations to pinpoint problems and assist with solving problems or identifying sources of obstacles.

    + Ability to develop and maintain effective working relationships as required by work assignments.

    + Ability to work independently with limited supervision.

    + Ability to analyze and interpret policy and procedural guidelines and to apply this understanding to tasks.

    + Ability to bring resources together to resolve a problem or provide a solution.
