Job Description
**AECOM** is seeking a **Senior Permitting Specialist** to work in **Fresno, CA** . This position is also open to **remote work** . However, the client is in California and it's expected that this individual's working hours align with Pacific Time. This role presents a career-defining opportunity to manage permitting efforts on the nation's largest infrastructure project, which is redefining transportation in California.
SUMMARY:
The senior permitting specialist is responsible for managing regulatory permitting across multiple construction projects in California’s Central Valley, ensuring compliance with key federal and state environmental laws. This role covers everything from permitting strategy development and permit applications to construction compliance and reporting. This individual will also oversee compliance documentation, address regulatory inquiries, and support the procurement of compensatory mitigation.
JOB RESPONSIBILITIES:
+ Support the Authority in the development of permitting strategies, permit applications, and amendment application packages under Sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish and Game Code, among others
+ Direct the work of contracting staff responsible for preparing applications for permit amendments for construction projects
+ Develop permitting strategies and plans to accelerate construction activities as efficiently as possible
+ Evaluate the need for procurement of compensatory mitigation specific to a construction project
+ Assist with construction and maintenance-phase compliance activities, including responding to potential noncompliance events, regulatory agency inquiries and requests, emergency response activities, and reporting
+ Retrieve data and synthesize data to prepare reports using a proprietary mitigation tracking database
Qualifications
MINIMUM REQUIREMENTS:
+ BA/BS + 6 years of relevant experience or demonstrated equivalency of experience and/or education
PREFERRED QUALIFICATIONS:
+ Master’s degree in biology, environmental science, or a related field and 10 years of experience
+ Experience with large-scale compensatory mitigation planning and procurement
+ Experience implementing wildlife connectivity projects
+ Experience in construction compliance tracking, documentation, and reporting
+ Experience with design-build contracting and construction processes
+ Expert knowledge and experience in regulatory permitting and environmental and permitting compliance experience in California (e.g., Clean Water Act [Sections 401, 402, and 404], California Fish and Game Code [Sections 1602 and 2081], California Endangered Species Act, Porter-Cologne Act, Federal Endangered Species Act [Section 7], National Historic Preservation Act [Section 106])
+ Experience working on large, complex programs and projects

Offered compensation will be based on location and individual qualifications. The expected range is $83,179.00 - $153,881.00.
