Summary This position is located in the Data and Systems Support Division, Office of the Assistant Register and Director of Operations, Copyright Office. The position description number for this position is 369806. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Responsibilities The Program Analyst has the primary responsibility to plan, organize and oversee the management of work activities and schedules associated with the implementation of enhancements to existing IT systems and new systems. Leads the interdisciplinary effort to establish business needs and requirements necessary to administer an office-wide data management program which coordinates data exchange and data management efforts across Copyright Office program areas. Actively considers the recommendations of senior managers and Copyright Office stakeholders. Works directly with the Chief of DSS to conceive and articulate an enterprise data strategy governing the capture and maintenance of data generated by the Copyright Office, and other sources. Recommendations may relate to complex conclusions from evaluative studies; interrelated issues concerned with cross-cutting or conflicting goals; and identified strengths, weaknesses, opportunities and threats (SWOT) in support of the strategic planning process. Recommendations impact the short and long-range planning processes and implementation of performance objectives. Presents these results in various ways, including written reports, spreadsheets and other analytical tools, presentation slides and graphical handouts as well as presenting findings orally both to individuals and groups. Serves as the primary agency subject matter expert on best practices and strategies for leveraging data insights that help drive strategic and tactical business decisions, and optimizing performance through data analytics. Is the champion of a data-driven, decision- making culture. Maintains liaison with other major national information services to accrue a broad range of technical information activities that require substantial depth of analysis. Considers special requirements of group for whom liaison services are provided. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to perform program management for a data management program.** Knowledge of industry best practices and strategies for leveraging data to drive strategic and tactical business decisions.** Ability to establish business needs and requirements necessary to administer a data management program. Ability to serve as a liaison for an organization and develop and maintain effective working relationships. Ability to perform program analyst work using computer systems and software applications. Ability to communicate in writing. Ability to communicate effectively other than in writing. Education Additional Information Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
